Village of Cherry Valley Board of Trustees met June 18.

Here is the minutes provided by the board:

1 THE VILLAGE BOARD OF TRUSTEES OF CHERRY VALLEY, ILLINOIS, WINNEBAGO AND BOONE COUNTIES, CONVENED ON THE 18th DAY OF JUNE 2019.

PRESIDENT JIM E. CLAEYSSEN CALLED THE VILLAGE BOARD MEETING TO ORDER AT 7:00 PM AND LED THE PLEDGE OF ALLEGIANCE.

A roll call was taken by Village Clerk Kathy Trimble:

STEPHEN APPELL PRESENT      SALLY HOLLEMBEAK PRESENT

NANCY BELT PRESENT               JEFF O’HARA ABSENT

JEFF FUSTIN PRESENT               DAVID SCHROEDER PRESENT

Also present: Treasurer Karen Melloch, Public Works Director Chuck Freeman, Sergeant Paul Seitz, Attorney Jim Stevens and Village Clerk Kathy Trimble.

ADOPTION OF THE AGENDA:

President Claeyssen stated that there are two changes to the Village Board Agenda tonight:

• Trustee Hollembeak will be handling the Finance Report for Trustee O’Hara.

• Trustee Belt will be handling the Public Works Report for Trustee Appell.

Trustee Schroeder moved to adopt the amended agenda. Trustee Belt seconded. All “Aye;” none opposed. Motion carried by voice vote.

APPROVAL OF THE VILLAGE BOARD MINUTES:

Trustee Hollembeak moved to approve the June 4, 2019 Village Board Minutes. Trustee Belt seconded. All “Aye;” none opposed. Motion carried by voice vote.

PUBLIC COMMENT: No one has signed up for Public Comment.

TREASURER’S REPORT: No Report.

PRESIDENT’S REPORT:

1. Trustee Hollembeak moved that the Village Board approve a storage shed for 4041 Great Republic Road, Cherry Valley, Illinois and a motion to authorize Mr. Dennis McMullen to sign off on the permit. Trustee Fustin seconded. President Claeyssen stated that this storage shed complies with Village Ordinances. All “Aye;” none opposed. Motion carried by voice vote.

ATTORNEY’S REPORT JIM STEVENS: No Report.

ENGINEER’S REPORT: DENNIS MCMULLEN, C.E.S. No Report.

EX-OFFICIO’S REPORTS:

JEFF FUSTIN – PLANNING AND ZONING COMMISSION:

Trustee Fustin stated that there will not be a meeting in June. There will be a Planning & Zoning Commission Meeting in July to discuss the text amendment for the Solar Farm.

DAVID SCHROEDER – RECREATION BOARD:

Trustee Schroeder stated that the Garden Walk will be held Sunday, June 23rd from 1:00 – 4:00PM. The next Recreation Board Meeting will be June 26th at 7:00PM. Everyone is invited to attend the meeting.

ORDINANCE REPORT BY TRUSTEE NANCY BELT: No Report.

FINANCE REPORT BY TRUSTEE SALLY HOLLEMBEAK FOR TRUSTEE JEFF O’HARA:

PUBLIC SAFETY REPORT BY TRUSTEE JEFF FUSTIN: No Report.

PUBLIC WORKS REPORT BY TRUSTEE NANCY BELT FOR TRUSTEE STEPHEN APPELL:

1. Trustee Belt moved that the Village Board approve Public Works Employee Steve Haas to attend the IPSI (Illinois Public Service Institute) from October 6 -11, 2019 in Effingham, Illinois at a cost of $100.00 for registration from line item 5195 Public Works, $109.00 per night for hotel from line item 5200 Public Works and $50.00 per day for meals from line item 5195 Public Works for a total cost not to exceed $960.40. Trustee Schroeder seconded. A roll call vote was taken:

Motion carried 5-0.

2. Trustee Belt moved that the Village Board approve the purchase of a Traffic Controller for the Newburg & Mill Road Intersection from Mobotrex Inc. at a cost of $5,596.00 from line item 5375 Capital Improvements. Trustee Schroeder seconded. A roll call vote was taken:

Motion carried 5-0.

3. Trustee Belt moved that the Village Board award the Janitorial Services Contract to Advanced Cleaning, Rockford Illinois at a cost of $1,863.17 per month from line item 5170 Building & Grounds, pending Village Attorney’s review of the contract. Trustee Schroeder seconded. President Claeyssen stated that we will be giving a 30-day notice to our current janitorial service. A roll call vote was taken:

Motion carried 5-0.

4. Trustee Belt moved that the Village Board award the 2019 Street Maintenance Project, which includes Tebala Blvd, Vandiver Road and Newburg Village (North & South), to William Charles Construction Company, LLC in the amount of $373,597.93 from line 5095 Capital Improvements. Trustee Schroeder seconded. A roll call vote was taken:

Motion carried 5-0.

5. Trustee Belt moved that the Village Board approve $2,000.00 for this year’s Annual Street Dance Event to be held on July 27, 2019 from line item 5260 Buildings & Grounds. Trustee Schroeder seconded. A roll call vote was taken:

Motion carried 5-0.

Trustee Belt stated

PUBLIC WORKS passes.

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE DAVID SCHROEDER: No Report.

PERSONNEL REPORT BY TRUSTEE SALLY HOLLEMBEAK: No Report.

SPECIAL PRESENTATION:

“2019 CITIZEN OF THE YEAR: PRESENTATION TO MRS. LORI KUHN.

President Jim E. Claeyssen presented Mrs. Lori Kuhn with a Proclamation declaring her the 2019 Citizen of the Year. Lori has volunteered her time helping out the community for 25 years on the Recreation Board, 20 years on the Cherry Valley Festival Days Committee and was a major volunteer for the petition drive to name the new school being built by Rockford School District 205 Cherry Valley Elementary School. Lori has received the traveling plaque with her name inscribed on it, a framed Proclamation naming her the 2019 Citizen of the Year and various gifts.

BOARD COMMENTS:

ADJOURNMENT: Trustee Hollembeak made a motion to adjourn the meeting; seconded by Trustee Belt. All “Aye”, none opposed. Meeting adjourned at 7:20 PM.
