Village of Rockton Public Works Committee met June 6.

Here are the minutes provided by the committee:

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:40 pm. Members present: Mayor Peterson, Dan Barber, Scott Fridly, Arianne Honkamp, Tyler Seever and Don Self

Also present: Dan Baumgartner, Adam Bunge and Tricia Diduch

Absent: Kevin Bunge

Motion by Mr. Seever, second by Mrs. Honkamp, to waive the reading of and approve the minutes of May 16, 2022. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer, Kevin Bunge, was absent. Adam Bunge gave his report. A copy of the engineering status report is on file with the Village Clerk’s office.

Mr. Bunge advised that the bid opening for the Salem Street project is on Wednesday, June 8th at 10 am.

MAYOR – JOHN PETERSON

Mayor Peterson updated the Committee about a few items that were discussed in the Administration Committee meeting earlier in the evening. Mayor Peterson stated that they discussed the Utility Terrain Vehicle (UTV) usage in the Village and that he doesn’t want to rush this process. Mayor Peterson said that he would like everyone to take a look at the ordinance that the City of Byron recently passed. Mayor Peterson added that they also discussed parking recreational vehicles (RVs) in residential areas and the Committee decided that they were going to leave the ordinance as is and not make any changes to it. Mayor Peterson said that Mr. Barber received an email in reference to the Chemtool storm sewer and that it was established that the storm sewer belongs to Chemtool.

WATER, SEWER, & GARBAGE – SCOTT FRIDLY

Mr. Fridly stated that Ordinance 2022-7: An Ordinance Amending Section 50.01 of the Code of Ordinances of the Village of Rockton, Winnebago County, Illinois Regarding Garbage Collection Fees is up for approval at the Village Board meeting on June 7, 2022. Mr. Fridly said that this will increase the garbage fees $3/month. The Committee was okay with this.

Mr. Fridly added that Resolution 2022-114: A Resolution of the Village of Rockton, Illinois Adopting Residential Construction Building and Zoning Checklist is also up for approval at the Village Board meeting. Mr. Fridly advised the Committee that by having this checklist that it puts the responsibility on the developer. Ms. Diduch said that the two main items she is looking at are setback lines and driveway dimensions along with paying for the consultant’s time when this is reviewed. Mr. Fridly added that he would like the developer’s signature on the form so that they are ultimately held accountable. Mr. Fridly said that there needs to be one set of rules for everyone and that it should be equal across the board. The Committee was okay with this.

Mr. Fridly stated that Ordinance 2022-8: An Ordinance Amending the Village of Rockton, Illinois Water System Maintenance Fee is also up for approval at the Village Board meeting. Mr. Fridly said that this has to do with the budget and how the water system maintenance fee can be used. The Committee was okay with this.

Mr. Fridly discussed the Public Works job descriptions with the Committee. Mr. Barber stated that the job descriptions were for labor, lead man and superintendent and that the Village didn’t have job

descriptions for these positions. Mr. Barber said that the Village will want to adopt these into the employee handbook at some point.

STREETS AND WALKS – TYLER SEEVER

Mr. Seever stated that Ordinance 2022-9: An Ordinance Rescinding Ordinance No. 2022-3 and Amending Chapter 75 of the Code of Ordinances of the Village of Rockton, Illinois Regarding Parking Schedules to Designate No Parking on Certain Portions of Kocher Street is up for approval at the Village board meeting on June 7, 2022. Mr. Seever explained that an ordinance was recently passed, but that they were still having parking issues so the Village decided to add no parking on both sides of Kocher Street between E. Union and E. Franklin Streets and no parking on the west side of Kocher Street between E. Franklin and E. Warren Streets. The Committee was okay with this.

BUILDINGS AND PARKS – ARIANNE HONKAMP

Mrs. Honkamp stated that the special events application for “Drive 815” to be held from June – October is up for approval at the Village board meeting on June 7, 2022. The Committee was okay with this.

Mrs. Honkamp added that the fireworks permit application for Old Settlers Days is also up for approval at the Village Board meeting. Mrs. Honkamp advised the Committee that the fireworks display will be held on Sunday, June 19th at the close of the festival. The Committee was okay with this.

Motion by Mrs. Honkamp to approve the purchase requisition for Executive Lawn Services for the retaining wall repair at Settlers Park in the amount of $800, second by Mr. Fridly. Roll call. All ayes. Motion approved 3-0.

Mrs. Honkamp stated that the purchase requisition for Pearson for toilet repairs at the pool bath house in the amount of $1,755 is up for approval at the Village Board meeting as well. Mr. Self advised the Committee that the cost of the repair may be adjusted down. The Committee was okay with this.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that the Public Works Department is getting ready for Old Settlers Days and that he will have three men Saturday morning and two men available on Sunday to operate the bobcat.

Mr. Barber stated that a resident that lives at 1097 Aldrin Road had her sprinkler system damaged by the contractor that was completing the paving project on Aldrin Road. Mr. Barber said that Adam Bunge spoke to the contractor and that they will be reimbursing her for the cost of the repair ($145) since she already paid the invoice for it to get fixed.

Mr. Barber advised the Committee that he is sending some of the Public Works staff to Ohio for training and that the cost of the training is free to the Village.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self stated that the pool has been busy with maintenance the last few weeks. Mr. Self said that this week he will be taking care of the bathrooms for Old Settler Days. Mr. Self advised the Committee that everything works good and that he will be painting the bathroom doors and staining the outside of the building. Mr. Self added that he spoke to Deputy Chief Hollinger in reference to installing better cameras and that there is internet service there. Mr. Fridly suggested putting up trail cameras in the meantime to deter any further vandalism.

ANY OTHER BUSINESS ALLOWED BY LAW

Mr. Fridly stated that this is his last Public Works meeting and that it has been an honor serving on the Committee with everyone. Mr. Fridly added that this is the most comfortable he has felt with the current Village Board and that he knows the Village is in good hands.
