A. Vouchers in the amount of $15,449,136.29

B. Proposed Sale of City-owned Property at 1430 North Court Street (11-14-402- 014) to Rafael and Juana Esquivias in the amount of $1,000.00. Mr. & Mrs. Esquivias are adjacent property owners.

C. Approval of Memorandum of Understanding between AFSCME Council 31, Local 1058-C and the City of Rockford for extension of the payment of a Recruitment, Retention, and Perfect Attendance Incentives using grant funds to Head Start Staff.

IV. RESOLUTIONS

A. Award of Bid: Demolition of 3045 and 3049 Kishwaukee to Northern Illinois Service Co., of Rockford, Illinois in the amount of $53,550.00. The funding source is Construction Services Operating Budget and Illinois Housing Development Authority (IHDA).

B. Award of Bid: City Yards Building Demolition Package to N-TRAK Group, of Loves Park, Illinois in the amount of $834,000.00. The project is estimated to be completed by May 2023. The funding source is American Rescue Plan Act Funds (ARPA).

C. Award of Bid: On-Call Private Lead Service Replacement Program to DPI Construction, of Pecatonica, Illinois and N-TRAK Group, of Loves Park, Illinois for an estimated annual contract value of $200,000.00 (based on unit pricing). The contract duration is one (1) year with four (4) possible annual extension options. Annual price adjustments for CPI considered at contract renewal only. The funding source is Water Replacement Improvement Account (WRIA).

D. Rejection of Bid: Alpine Road and Linden Road, Traffic Signal Upgrades. It is the recommendation of the Department of Public Works that the bid from William Charles Electric be rejected due to the large variance above the engineer's estimate. This project will be re-bid at a later date and after an evaluation for potential cost saving measures or such time as additional funds can be programmed.

E. Award of Construction Engineering Agreement: Downtown Streetscape Improvements (Main Street: Mulberry Street to Jefferson Street) to H.R. Green, Inc., of McHenry, Illinois in the amount of $79,078.00. The project is estimated to be completed by October 31, 2022. The funding source is 1% Infrastructure Sales Tax.

F. Award of Engineering Agreement: 9th Street Reconstruction to C.E.S., of Belvidere, Illinois in the amount of $85,365.00. The project is estimated to be completed by Winter of 2022. The funding source is 1% Infrastructure Sales Tax & Community Development Block Grant (CDBG).

G. Award of Engineering Agreement: Logistics Parkway Phase II (Phase III Construction) to Willett Hofmann & Associates, of Rockford, Illinois in the amount of $201,640.49. The project is estimated to be completed by 2023. The funding source is CIP General Fund ($156,834.17) & Water Replacement Improvement Account (WRIA) ($44,806.32).
