Village of Rockton Administration Committee met July 5.

Here are the minutes provided by the committee:

Chairman Danielson called the regular meeting of the Administration Committee to order at 5:00 pm. Members present: Mayor Peterson, Dan Baumgartner, Scott Danielson and Justin York Staff present: Dan Barber, Tricia Diduch, and Chief Hollinger

Motion by Mr. York, second by Mr. Baumgartner, to waive the reading of and approve the minutes of June 20, 2022. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

None.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

Mr. Danielson advised the Committee that he would like to finalize what the Village is doing with the downtown and the website. Ms. Diduch stated that there is $100,000 budgeted for both items. Mr. Danielson said that he is going to put the person who is going to take event photos for the website in contact with Ms. Diduch so he will no longer be the middle person.

PUBLIC SAFETY & LEGAL – JUSTIN YORK

Mr. York discussed utility terrain vehicle (UTV) usage in the Village with the Committee. Mr. York stated that he wanted to be clear on the fees that the Village would be charging and that he was okay with a $100 fee for a UTV permit. The Village Clerk advised that the Village can charge whatever they would like and that it would be outlined in the UTV ordinance. Chief Hollinger stated that he has a meeting with Sheriff Caruana on July 12th to discuss UTV usage in the county. Chief Hollinger added that he spoke to Atty. Szeto about a UTV ordinance and state laws regarding UTV usage. Chief Hollinger said that he is going to see how his meeting goes with the sheriff before the Village looks into this further.

Mr. York stated that the purchase requisition for GovConnection Inc. for a 3-year bitdefender business security license in the amount of $1,291.60 is up for approval at the Village Board meeting later in the evening. Chief Hollinger said that this was something that was recommended by the Village’s information technology (IT) department. Mr. York stated that he thought this was a good price. The Committee was okay with this.

ADMINISTRATION – DAN BAUMGARTNER

Mr. Baumgartner discussed the special events application fees with the Committee. Mr. Baumgartner stated that he spoke with Corine Hughes, Village Treasurer, in reference to creating a form to add to the application so that the Village could properly bill for these events. Mr. York agreed that the Village needs to maintain consistency with billing and that we need to look at updating the fees. Mr. Barber and Chief Hollinger advised that the fees for both public works and the police department need to be increased. The Committee agreed that they would like to look at the fees and make those changes to the special events application.

Mr. Baumgartner also discussed the Illinois Municipal League (IML) Conference attendance with the Committee. The Committee determined that they could approve up to five Village staff to attend the conference in Chicago. This is up for approval later in the evening at the Village Board meeting.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that he received three lateral entry applications for the police department and that they are starting background checks now.

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch stated that she can push the discussion about residential on-street parking permit in school no parking zones until the next meeting since we are short on time.

Ms. Diduch advised the Committee that the sidewalk sale downtown will be held on Saturday, July 16th.

EXECUTIVE SESSION

None.

ANY OTHER BUSINESS ALLOWED BY LAW

Mr. York stated that he looked over the quote for GovConnection and that the quote doesn’t match the purchase requisition. Mr. York said that the price difference could be 35 versus 40 licenses, but that he will verify this with Ms. Hughes before it’s approved at the Village Board meeting.

Motion by Mr. York, second by Mr. Baumgartner to adjourn at 5:32 pm.
