II. INFORMATION ONLY 

A. 2024 Budget Discussion

Ald. Frost directed the council members to email Director Hagerty with any questions regarding the budget presentation.

Director Hagerty stated we are projecting for 2024 $214.2 million in general fund revenue. In total, revenues increased $21.1 million, primarily due to increases in replacement and income tax, ambulance fees, and lease proceeds. Ald. Beach requested the current year-to-date revenues and expenses. Director Hagerty explained that the council members are given a financial discussion that has that information listed, but will be provided at the Strategic Planning Meeting for next week.

Major elastic revenues increase 8.8% for 2024. Property taxes remain flat, sales tax revenue reflects a small increase over 2023 budget. Salaries and benefits continue to be the largest cost in the general fund. A portion of the pension payment is funded with replacement tax, but the bulk is funded with property taxes. Expenses increased $21.4 million. Director Hagerty highlighted the reasons for the expense change. The changes in staff were due to IT hiring a Network Administrator and 911 added four (4) additional telecommunicators, which should help with overtime. Ald. Bonne stressed the need for additional staff for code enforcement. Director Hagerty discussed the Property Tax Cycle - we have no control on the property tax rates, the County and Assessors office are responsible for calculating the equalized assessed value (EAV) for all of the property in the City. City council approves the property tax levy (revenue to be collected), the County finalizes equalized assessed value, Tax rates is calculated (levy divided by equalized assessed value), then the Tax bills are calculated (tax rate multiplied by property EAV). We are recommending a flat property tax levy. By law, dollars levied must be used for the purpose outlined for each fund.

Director Hagerty discussed the Budget Implications for maintaining a flat property tax levy.

A. 2023-252-CR - Committee recommends approval of the vouchers in the amount of $6,942,137.61 as approved at the Finance and Personnel Committee meeting held on October 23, 2023.

B. 2023-253-CR - Committee recommends approval of the proposed sale of city owned property located at 3915 Delaware Street (PIN: 11-20-402-014) under the city's Mow-to-Own Program to Bobby Thompson Jr. The property has been maintained for two years. Pursuant to the Mow-to-Own Program no additional payment is required. The Legal Director shall prepare the appropriate ordinance.

A. 2023-236-R - Committee recommends approval of the Award of Bid: Roof Replacements - Fire Stations 6, 10 and Fire Shop to BP Roofing Solutions, of Loves Park, Illinois (Station 10) - $79,360.00, Distinctive Roofing, of Rockford, Illinois (Fire Shop) - $93,946.00, and McDermaid Roofing, of Rockford, Illinois (Station 6) - $86,387.00, for an estimated contract value of $259,693.00. The funding source is American Rescue Plan Act (ARPA) Funds.

The funding source is fiscal year 2018 Project Safe Neighborhoods (PSN) Department of Justice Grant.

Ald. Tuneberg questioned the capabilities of the cameras. Chief Redd explained that these are additional intersection cameras that would be installed; the funding came from a left over 2018 grant.

C. 2023-237-R - Committee recommends approval of the Award of Non Competitive Contract: Fire Attack Hose to Air One Equipment, Inc., of South Elgin, Illinois in the amount of $64,400.00. The funding source is Fire Department Capital Budget.

Ald. Durkee requested more information on the attack hose. Chief Pankow stated that the hose is on every fire truck. The hose is pre-connected and allows for a quick deployment when needed. The cost is for more than one hose.

E. 2023-239-R - Committee recommends approval of the Award of RFP; Architectural and Mechanical for the Plan Year (PY) 2024 to Total Plumbing, of Rockford, Illinois for Mechanical Services, Architectural Services, and Appliances, and CMM Environmental, of Rockford, Illinois for Architectural Services and Appliances for an estimated contract amount of $1,000,000.00 (based on unit pricing). The contract duration is through September 30, 2024 with one (1) possible one-year extension. The funding source is Department of Commerce & Economic Opportunity (DCEO), Department of Energy (DOE), Department of Health & Human Services (HHS), and State Supplemental.

Ald. Beach questioned the term "based on unit price". Ms. Wilkerson responded that the item is based on an approved budgeted amount. This award will be based on the grant funds received and what has been received in the past.

F. 2023-233-R - Award of Engineering Agreement: East State Street Widening to Arc Design Resources, Inc., of Loves Park, Illinois in the amount of $325,735.00. The contract duration is from December 2023- September 2024. The funding source is EDP Grant Funds, Private Reimbursement (Per Development Agreement)

Ald. Logemann asked if the City was fronting the money right now because the State and the developer do not have the money right now; Mr. Hinkens agreed. City Administrator Cagnoni explained that the project is being funded by Economic Development Program funds (EDP) from the Illinois Department of Transportation. The developer cannot be the applicant; this is an eligible project, but the municipality has to be the applicant. The developer is responsible for all of the public improvements associated with the project.

Total amount: $140,000.00 – Based on unit pricing

The Public Works Department recommends authorizing an amendment to the contract for one-year with Rabine Snow Pros for the addition of plowing the Water Division Well Sites and properties based on unit pricing. The snow removal contract will be re-bid summer 2024 and the well sites will be included in that bid. The funding source is Water Fund Operating Budget and Parking Fund Operating Budget.
