City of Loves Park City Council met Nov. 6.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

City Treasurer John Danielson opened the meeting with an invocation, followed by the Pledge of Allegiance.

Aldermen Jim Thompson, Mark Peterson, A. Marie Holmes, Robert Schlensker, Doug Allton, Mike Owens, John Jacobson, Clint Little, Dan Jacobson, John Pruitt

1. Approve Minutes 10/16/23

The Journal of Proceedings for the regular meeting of October 16, 2023, was approved as submitted by the city clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

2. Donation To Greg Lindmark Foundation

Mayor Jury welcomed Pete Gwizdala of Crazy Times Pub to the council meeting, and he presented a check to Brad Lindmark of the Greg Lindmark Foundation from proceeds made at the Rhythm of the Heart festival held in July

Brad Lindmark thanked everyone for supporting the Greg Lindmark Foundation.

4. General Fund Bills

Alderman John Jacobson presented the General Fund and all other bills dated November 6, 2023, in the amount of $1,223,995.54, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

5. Water Department Bills

Alderman John Jacobson presented the Water Department bills dated November 6, 2023, in the amount of $540,721.24, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

6. Public Safety Report

Alderman Allton presented the Police Department Report for November 6, 2023; presented the Fire Department Report for November 6, 2023, to be placed on file.

7. Public Works Report

Alderman Schlensker presented the Street Department Reports dated November 6, 2023; presented the Water Department Reports dated November 6, 2023, to be placed on file.

8. Finance & Administrative Committee

Alderman John Jacobson of the Finance and Administration Committee presented the minutes from the committee meeting held on October 16, 2023, to be placed on file.

9. Public Works Committee

Alderman Schlensker of the Public Works Committee presented the minutes from the committee meeting held on October 16, 2023, to be placed on file.

10. Community Development Committee

Alderman Pruitt of the Community Development Committee presented the minutes from the committee meeting held on October 2, 2023, to be placed on file.

11. Street Department To Hire Medrano’s for Snow Removal For City Properties

Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Street Department Manager is authorized to hire Medrano’s Landscaping, 1616 Montague Street. Rockford, IL 61102, for snow removal services for City properties, at the direction of the Street Department Manager, for the 2023-2024 winter season. The cost for snow removal service shall be as follows: five hundred fifty dollars ($550.00) per event for two to six inches and seven hundred eighty dollars ($780.00) for six to twelve inches for City Hall; two hundred eighty dollars ($280.00) for two to six inches and four hundred twenty dollars ($420.00) for six to twelve inches per event for fire Station at Windsor Road; four hundred eighty dollars ($480.00) for two to six inches and seven hundred twenty-five dollars ($725.00) for six to twelve inches per event for Fire Station at Rock Valley and Marsh Hawk; and four hundred eighty dollars ($480.00) for two to six inches and seven hundred dollars ($700.00) for six to twelve inches per event for the Police Station. Funds shall be drawn from Account No. 01-11-8091 (Contractual Snow Removal). Second by Alderman John Jacobson. RESOLUTION NO. 23-100

12. Street Department To Hire Seasonal Part-Time Personnel For Snow Removal

Alderman Schlensker presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, the Street Department Manager is authorized to hire seasonal part-time personnel for the purpose of snow removal on public streets in the City of Loves Park. The number of persons to be hired shall be determined on an as-needed basis. Said personnel shall be paid at a wage rate of twenty-four dollars per hour ($24.00/Hr.). Wages shall be drawn from Account No. 01- 11-8090 (Snow Removal). Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

RESOLUTION NO. 23-101

13. ORD 4580-23 SUP For 6005 Forest Hills Court

Alderman Pruitt presented an ordinance authorizing a Special Use Permit for off-site signage for the property known as 6005 Forest Hills Court, and moved for approval. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

14. ORD 4581-23 SUP For 5463 Harlem Road

Alderman Pruitt presented an ordinance authorizing a Special Use Permit for off-site signage for the property known as 5463 Harlem Road, and moved for approval. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

ORDINANCE NO. 4581-23

15. ORD 4582-23 Variance For 6351 Harlem Road & 6405 Harlem Road

Alderman Pruitt presented an ordinance authorizing a Variance in accessory space for the properties known as 6351 Harlem Road and 6405 Harlem Road, and moved for approval. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

ORDINANCE NO. 4582-23

16. ORD 4583-23 SUP For 6245 N. Second Street

Alderman Pruitt presented an ordinance authorizing a Special Use Permit for a car wash establishment for the property known as 6245 N. Second Street, and moved for approval. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

ORDINANCE NO. 4583-23

17. ORD 4584-23 Purchase Of Real Estate/ 5170 Rock Valley Parkway

Alderman Pruitt presented an ordinance approving the purchase of real estate at 5170 Rock Valley Parkway for municipal use, and moved for approval. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Holmes, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

ORDINANCE NO. 4584-23

18. Veteran’s Day

Mayor Jury thanked all veterans in observance of Veteran’s Day on Friday, November 10, 2023.

19. Adjourn

Alderman John Jacobson moved that the meeting be adjourned. Second by Alderman Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:17 p.m.
