APPROVAL OF MINUTES
Motion by Mr. Winters, second by Mr. York, to waive the reading of the December 19, 2023 Village Board meeting minutes. All ayes. Motion approved 6-0.

MAYOR PETERSON
Motion by Mr. York to Approve the appointment of Sally Bennett as the new Village Treasurer, second by Mr. Danielson. Roll call. Ayes: Mr. York, Mrs. Honkamp, Mr. Danielson, Ms. May and Mr. Baumgartner. Nays: None. Abstentions: Mr. Winters. Motion approved 5-0-1.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS
Mr. Winters shared the Rockton Police Department activity summary from December 16th – 31st with the Village Board.
Motion by Mr. Winters to approve Resolution 2024-101: A Resolution of the Village of Rockton, Illinois Authorizing an Inter-Agency User Agreement with the Illinois State Police (Fingerprinting), second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0
Motion by Mr. Winters to approve Ordinance 2024-1: An Ordinance Abating the Ad Valorem Tax Previously Levied for the Year 2023 to Pay Debt Service on the $1,585,000 General Obligation Alternate Bond (Waterworks System Alternate Revenue Source), Series 2012A, of the Village of Rockton, Winnebago County, Illinois, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 6-0.

COMMUNITY DEVELOPMENT – MR. DANIELSON
Motion by Mr. Danielson to approve the Stateline Mass Transit District (SMTD) annual contribution in the amount of $25,000, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.
BUILDINGS AND PARKS – MRS. HONKAMP
Motion by Mrs. Honkamp to approve the purchase requisition for Reinders, Inc. for a 2024 Toro MDX utility cart in the amount of $16,500 (4-year lease with $4,623.89 estimated annual payments), second by Mr. Danielson. Roll call. All ayes. Motion approved 6-0.
