Village of Rockton Budget & Finance Committee met March 19.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Jodi May and Dave Winters Staff present: Dan Barber, Dan Baumgartner (6:43 pm), Tricia Diduch and Chief Hollinger Absent: Connie Kieffer

Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of March 5, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $100,661.00.

MAYOR PETERSON

Mayor Peterson advised the Committee that he has a call on Thursday with Kevin Bunge (Village Engineer) and the IEPA to have a discussion to see if the Village can get help with paying bills for the residents in the Blackhawk Avenue area if they hook up to municipal water.

Mayor Peterson said we need to start thinking about the budget since it needs to get passed in a few months. Mrs. Bennett stated that she would like to get started working on revenues, but that she is helping Ms. Kieffer, Village Collector, with payroll. Mrs. Bennett said that they have Civic training on April 8th & 9th and that she would like one of those days to be training for payroll.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett discussed the proposed new banking agreement with First National Bank. Mrs. Bennett stated that it’s a two-year agreement and that she would need to know by April 15th what the Village board would like to do. Mrs. Bennet said that some of the changes to the agreement include minimum balance requirements and interest rates. Mrs. Bennett stated that the agreement looks pretty standard, but she can ask if they can do a one-year agreement and inquire if any of the fees can be reduced. Mayor Peterson asked Mrs. Bennett to email a copy of the agreement to the Committee so they can review it.

Mrs. Bennett inquired if the Committee was okay with her getting an additional check reader for her and Ms. Kieffer’s office. Mrs. Bennett said that since there is already a check reader in the Water Clerk’s office that she can get a second check reader at a discounted rate. The Committee was okay with this.

Mrs. Bennett stated that she reached out to Civic about obtaining information about going to a calendar year at some point, but she hasn’t heard back from them.

JODI MAY, TRUSTEE

Ms. May commented if the Village wants to look at adding a salary for a Village Administrator for the next budget year and that this is something we need to think about.

None.

None.
