City of Carlyle City Council met Jan. 26.

Call to Order/Roll Call
The Carlyle City Council meeting was called to order by Mayor Judy Smith at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, Illinois.
The meeting was opened with the Pledge of Allegiance.
Alderman present were Tammy Peters, Jim McClaren, Jeremy Weh, Jeff Taylor, Mike Jansen, Bailey Ellis, and Bruce Hilmes. Aldermen Scott Diekemper was absent.
City employees present were City Administrator Brad Myers, City Clerk Rita Jurgensmeyer, Chief of Police Jason Herzing, and Kevin Rolfingsmeyer.
Others present were Matt Wilson, Nolan Toennies, and Randy List.
Approval of Minutes
Alderman Jeff Taylor made a motion to approve the minutes from January 12, 2025. Alderman Tammy Peters seconded the motion, and it was approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Jeremy Weh, Bailey Ellis, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none
Transfers
Alderman Jim McClaren made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $40,000.00, Fund 4 Police for $125,000.00, and Fund 20 Library for $15,000.00, Fund 27 Parks for $30,000.00 for a total of $210,000.00. Alderman Jeff Taylor seconded the motion, and it was approved by roll call vote. Aye: Jim McClaren, Jeremy Weh, Bailey Ellis, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Claims
Alderman Jim McClaren made a motion to approve the claims against the city. Alderman Jeff Taylor seconded the motion, and it was approved by roll call vote. Aye: Jeremy Weh, Bailey Ellis, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
Treasurer’s Report
There was no Treasurer’s Report.
City Clerk Report
City Clerk Rita Jurgensmeyer reminded the council that next month it is time to review and approve executive session minutes.

Mayor’s Report
Mayor Judy Smith thanked all of the departments. She said everyone was out doing something this weekend. She said she appreciates them for all the long hours they put in.
City Administrator’s Report
City Administrator Brad Myers said the guys were out this weekend for 17 hours. There were 12 – 15 people, three plows, two dump trucks, grater, skid steer, kabota, and one ton flatbed. They loaded over 100 dump truck loads of snow from Fairfax Street. They also ran engines this weekend. Kevin Rolfingsmeyer said they ran for a total of nine hours, and they will probably have to run them again tomorrow.
Public Comments
Library Board/Librarian Report
Alderman Mike Jansen reported for the library saying that the eagle watch program is this Saturday. The 10:30 a.m. show is full, and there is a limited number of tickets for the 9:30 a.m. show. The tickets have to be picked up ahead of time. You can go to the library Facebook page for tickets.
Keith Housewright also wanted to thank Kyle and his guys from the Street Department for clearing the snow at the parking lot at the library.

There was no report.
Corporate/Finance
Amend Ordinance #1785
City Administrator Brad Myers said that previously we amended the water rates based on the study from Illinois Rural Water Association. They also suggested a raise to the outside of city limits water customers. They will be raised to $4.25 per 1,000 for the first 10,000 gallons and $3.70 per 1,000 for anything over 10,000 gallons.
Alderman Jeff Taylor made a motion to approve amending ordinance 1785. Alderman Tammy Peters seconded the motion, and it was approved by roll call vote. Aye: Bailey Ellis, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Jeremy Weh. Nay: none.
Electric
Kevin Rolfingsmeyer said they are still working on the Fairbanks, and they hope to have it back in service by the end of February.
Water & Wastewater
City Administrator Brad Myers reported for water and wastewater that Haier Plumbing is working on 5th Street.

Police
Awards
Chief of Police Jason Herzing reported that Officer Mark Taylor along with Clinton County Deputy Brett Winegarner, and citizen Brian Jansen were given a Lifesaving Award from Southern Illinois Police Chiefs Association and the Southern Illinois Law Enforcement Commission. They were given the award because of their assistance in a crash on August 11, 2025. They were able to get a lady out of a car that was on fire.
Park
Discuss/Approve Raising Youth Baseball/Softball/T-Ball Registration Fees
City Administrator Brad Myers said that the Park Committee approved and sent to the city council to raise the ball registration fee from $30.00 to $40.00.

Employee Concerns
Approve Hiring Nolan Toennies for Lineman Position
City Administrator Brad Myers said that the Employee Concerns Committee picked Nolan Toennies to fill the lineman position.
Alderman Jeff Taylor made a motion to approve hiring Nolan Toennies for the lineman position. Alderman Tammy Peters seconded the motion, and it was approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Jeremy Weh, Bailey Ellis, and Jeff Taylor. Nay: none.
