City of Loves Park City Council met Nov. 17.

Mayor Gregory R. Jury called the meeting to order at 6:00 p.m.
Alderman John Jacobson opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of November 3, 2025, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. 3. COMMERCE COMMISSION HEARING
Received a notice from the Illinois Commerce Commission of a hearing regarding Commonwealth Edison, on December 1, 2025, via WebEx.
4. SCOUT TROOP 32 & 432
Mayor Jury welcomed Scout Troop 32 and 432 to the council meeting.
5. LIGHT UP THE PARKS PARADE
The Light Up the Parks Parade will be held on Sunday, November 23, 2025 starting at 5:30 p.m.
6. CITY OFFICES CLOSED
City offices will be closed on Thursday, November 27, 2025 and Friday, November 28, 2025 in observance of Thanksgiving.
7. YARD WASTE AND LEAVES PICKUP
Garbage pickup will be delayed next week and will be picked on Saturday, November 29, 2025 and the Saturday pickup will be the last day for yard waste pickup.
8. WATER AMBASSADOR PRESENTATION
A Water Ambassador presentation was given by Russ Caveny of the Loves Park Water Department before the council meeting.

Alderman John Jacobson presented the General Fund and all other bills dated November 17, 2025, in the amount of $2,729,301.86 and moved that they be paid. Second by Alderman Peterson. 11. WATER FUND BILLS
Alderman John Jacobson presented the Water Department bills dated November 17, 2025, in the amount of $508,987.85, and moved that they be paid. Second by Alderman Peterson. Alderman John Jacobson moved that Ordinances #14 thru #19 on the Agenda shall be acted upon through a single omnibus vote. Second by Alderman Peterson. Motion carried by voice vote.
19. KNIB DONATION
Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, that the City of Loves Park shall donate $5,000.00 to Keep Northern Illinois Beautiful to help sponsor community programs for 2026. RESOLUTION NO. 25-092
20. CUSTODIAL CLEANING SERVICES
Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that the Mayor is authorized to enter into a contract for custodial cleaning services with Morgan Building Maintenance, Inc, for City Hall, Street Department, Police Department, and Water Department buildings. 21. LICENSE PLATE READERS PURCHASE
Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that the Chief of Police is authorized to purchase a Flock Safety Platform Renewal Subscription for 22 license plate readers (LPR), with all associated hardware and software from Flock Group, Inc. Alderman John Jacobson presented a Resolution authorizing the City Treasurer to engage Lucas Group CPAs + Advisors, LLC to perform the annual financial statement audit for the fiscal year 2025. 23. CIVIL SERVICE NEW HIRES
Alderman John Jacobson presented a Resolution authorizing the Water Department Manager to hire two candidates from the Civil Service list for the full-time positions of Public Works Operator in the Water Department. 24. HEALTH INSURANCE RENEWAL
Alderman John Jacobson presented a Resolution authorizing the City of Loves Park to renew the city’s employee health insurance plan for one year with Northern Illinois Health Plan to act as third party administrator, and Excess Re/SiriusPoint America to act as reinsurance carrier, effective December 1, 2025. Alderman Little commented that his son Wade received his Eagle through the Scout Troop present this evening and commended the Scout movement, outlining the thousands of hours required for an Eagle designation.
