1. Committee recommends sustaining the Traffic Commission’s recommendation that “No Action” be taken on the following items:

a. A request to establish all-way stop control at the intersection of Reid Farm Road and Clovernook Road; and

b. A request to establish a “No Parking Any Time” restriction on the south side of Toft Street from Barlow Court to 125 feet east of Barlow Court.

2. Committee recommends approval of Plat No. 3 of Guilford Crossings Subdivision.

The subject property is located at the northwest corner of Landis Lane and Nevard Boulevard

3. Committee recommends approval of the Annexation of 2203 Montague Road. The Legal Director shall prepare the appropriate ordinance.

The owner of the subject property has requested connection to city water because they are rebuilding after a fire at the original home and water connection is required.

4. Committee recommends approval of the Annexation of 2907 Prairie Road. The Legal Director shall prepare the appropriate ordinance.

The owner of the subject property has requested connection to city water resulting from a failing well.

5. Committee recommends sustaining the Zoning Board of Appeals’ approval for the Modification of Special Use Permit #013-15 to modify condition #9 as follows: The outdoor rental and outdoor storage must be located in the area south of the building within the fencing and shall be limited to seven (7) trucks and vans and permission for five (5) trucks, vans or trailers to be parked in the north parking lot in a C-2, Limited Commercial Zoning District at 811 Broadway (Oscar & Ericka Sanchez/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

6. Committee recommends sustaining the Zoning Board of Appeals’ approval for a Special Use Permit for a mural on a building in a C-4, Urban Mixed Use Zoning District at 1423 Broadway (Mayra G. Uribe-Guerrero & Maria G. Guerrero/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends approval of the Zoning Map Amendment from R 1, Single Family Residential Zoning District to R-2, Two-Family Residential Zoning District at 1923 12th Avenue (Attorney John Gilbert for Paresh Kumar/Applicant), thus reversing the Zoning Board of Appeals’ recommendation of denial. The Legal Director shall prepare the appropriate ordinance.

8. Committee recommends sustaining the Liquor and Tobacco Advisory Board’s approval for:

a. The Sale of Packaged Liquor (Class PKG); and

b. The Sale of Tobacco Products in conjunction with a liquor store in an R-1, Single Family Residential Zoning District at 3305 11th Street (Tapaswi Anugu/Varma Manthena/Rockford Booze Bazaar, LLC dba Liquorland/Applicants).

Subject to conditions. The Legal Director shall prepare the appropriate ordinances.

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $11,588,509.67 as approved at the Finance and Personnel Committee meeting held on August 4, 2025.

2. Committee recommends approval of an Intergovernmental Agreement (IGA) between the City of Rockford and the Board of Education of the Rockford Public Schools, District No. 205 (RPS 205) for Police Services in the not to exceed amount of $1,450,840.00. RPS 205 is responsible for paying the actual costs of the officers, including salary, benefits, and supplies. The agreement is through June 30, 2026. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of an Intergovernmental Agreement (IGA) between the City of Rockford and the Board of Education of the Rockford Public Schools, District No. 205 (RPS 205) for Head Start operations for the 2025-2026 school year. The agreement is from August 1, 2025 through June 30, 2026. The funding source is Head Start Grant Funds. The Legal Director shall prepare the appropriate ordinance.

1. Committee recommends approval of the Award of Engineering Agreement: Fire Station 10 to Willett Hofmann, of Rockford, Illinois in the amount of $1,047,177.01. The contract duration is through 2027. The funding source is 2022 Budget Surplus Funds. (LAID OVER JULY 21, 2025)

2. Committee recommends approval of the Award of Bid: Edgewood Lakes Drainage Repair (Bid No. 625-PW-081) to DPI Construction, Inc., of Pecatonica, Illinois in the amount of $47,510.00. The contract duration is through October 3, 2025. The funding sources are the 2025 First Ward Plan Funds and Infrastructure Sales Tax.

3. Committee recommends approval of the Award of Bid: Buckbee Channel Repair at 11th Street (Bid No. 725-PW-086) to N-Trak Group, of Loves Park, Illinois in the amount of $36,745.02. The contract duration is through October 3, 2025. The funding source is the CIP General Fund.

4. Committee recommends approval of the Award of Bid: Community Development Block Grant (CDBG) Sidewalk Repairs 2025 (Bid No. 625- PW-076) to N-Trak Group, of Loves Park, Illinois in the amount of $765,602.82. The contract duration is through September 19, 2025. The funding sources are the CDBG and 1% Infrastructure Sales Tax.

5. Committee recommends approval of a resolution approving appropriation of Motor Fuel Tax (MFT) funds for improvement under the Illinois Highway Code – 6th Street and 9th Street Two-Way Conversion Phase 2 (22-00657-01-PV) in the amount of $2,500,000.00.

6. Committee recommends approval of the Award of Engineering Agreement: 9th Street Two-Way Conversion Phase 2 to TranSystems, of Schaumburg, Illinois in the amount of $1,994,350.00. The contract duration is through 2026. The funding source is Motor Fuel Tax (MFT) Funds.

7. Committee recommends approval of the Award of Engineering Agreement: Well 46 Water Treatment Facility Professional Services (Design Engineering – RFP No. 525-W-055) to Strand Associates, Inc., of Madison, Wisconsin in the amount of $700,000.00. The contract duration is through July 31, 2026. The funding source is the Water Replacement Improvement Account (WRIA).

8. Committee recommends approval of a Resolution Supplementing Contract for Engineering Agreement: 11th Street Improvements (City Portion) to Crawford, Murphy, & Tilly, Inc., of Rockford, Illinois in the amount of $165,620.00. The contract duration is through 2026. The funding source is Sales Tax.

9. Committee recommends approval of the Award of Non-Competitive Contract: Benefits Consulting & Data Warehouse to Rockford Consulting & Brokerage, Inc., of Rockford, Illinois in the annual amount of $142,950.00 for consulting fees and $75,000.00 for licensing. The contract duration is a three (3) year base term (August 1, 2025 to July 31, 2028) with two (2) optional one-year renewals. The funding source is the Health Insurance Fund.
