II. ACTION ON MINUTES 

1. Approval of Minutes from the Meeting held on June 17th, 2025

III. GENERAL INFORMATION 

A. National Community Action Partnership Conference 

1. Staff will be attending this conference in Detroit MI.

2. Online voting will be available for people unable to attend. The Executive Director and the Board Chair have votes on behalf of the organization.

a. Two amendments to the national bylaws are up for vote.

b. Jeremiah Griffin indicated he will vote electronically.

B. Head Start Update 

1. Staff has gotten feedback from the office of Head Start regarding their change in scope. That office requested information and fiscal staff has sent that in.

2. At the State level, the Illinois Head Start Association signed onto lawsuits against the Federal government regarding changes to Head Start. A petition was submitted to the Illinois State Legislature regarding the Smart Start Grant and eligibility with Head Start partners.

C. Community Services Update 

1. Staff communicated Community Services is receiving a large volume of calls. Next year, community services will add a staff member who will be split between LIHEAP and CSBG. Their specific role would be taking calls. We would also like to add a part-time employee to help screen applicants.

2. Staff discussed expanding community gardens. A garden can be created at the PACE Center to help offset the cost of food for families who receive Head Start services.
