II. ACTION ON MINUTES 

1. Approval of Minutes from the Meeting held on September 16, 2025

III. GENERAL INFORMATION 

A. Federal Shutdown 

1. Federal staff have returned back to work.

2. Federal budget deadline is in January 2026 which could result in another government shutdown.

3. SNAP Benefits are set to distribute by Nov 20th, 2025.

B. Incident at the Community Services Department 

1. On October 24th, 2025, an incident occurred at the Community Services Office. Resources have been provided to staff following the event.

2. Security upgrades are being made to protect staff.

3. Staff conveyed the desire for the City to cover the cost of capital improvements.

a. Dorothy Redd asked a question regarding cannabis revenue and if they are available.

b. Staff iterated funds from the cannabis tax have been allocated for different purposes.

4. Construction for a security wall starts November 19. Our office will be closed for the remainder of that week.

IV. NEW BUSINESS 

1. Proposed 2026 Community Action Executive Committee Schedule

V. OFFICER REPORTS 

A. Community Services staff indicated the Getting Ahead Classes in a Getting by World program has been a success. The five graduates made significant strides in improving their situation.

B. HUD grants are undergoing significant changes. These changes put 170,000 people at risk of losing housing.

C. Community Services staff also provided updates for other programs such as LIHEAP and Weatherization

1. 2631 applications taken. 2036 of them are completed.

2. The utility companies have voluntarily a set moratorium on disconnections. This is period is from now to March 31, 2026.

3. Liheap is holding two events every week to intake applications. A police officer aids with security at these events.

4. Weatherization is running two tracks this year: one through Rockford Housing Authority and the other through the traditional weatherization program.
