Village of Rockton Public Works Committee met Aug. 20.

Here is the minutes provided by the Committee:

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:30 pm.

Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus, Jodi May and Don Self

Motion by Mrs. May, second by Mr. Magnus to waive the reading of and approve the minutes of August 6, 2018. All ayes. Motion approved 3-0.

PUBLIC COMMENT

Brian Hansmeier discussed the special events application for Hanz Brew Fest with the Committee. Mr. Hansmeier stated that he is working on the application for the event and that it will be held on September 29th in Settlers Park. Mr. Hansmeier added that he would have the application ready for approval by the September 4th meeting.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Kevin Bunge gave his report. A copy of his report is on file with the Village Clerk’s office.

Mr. Bunge discussed the cost for lettering on the water tower (one side vs. two sides, plain lettering vs. logo). Mr. Fridly and Mr. Magnus advised Mr. Bunge that they would like to have the Village logo on one side (southwest) of the water tower at a cost of $8,000.

MAYOR - DALE ADAMS

None.

WATER, SEWER, & GARBAGE – SCOTT FRIDLY

Mr. Fridly discussed the purchase requisition for Accurate Business Controls Inc. for a new folding machine for utility bills in the amount of $1,946. Mr. Barber added that the folding machine is currently 50% off and it would be less expensive to purchase a brand new one rather than a used folding machine. This is up for approval at the Village Board meeting on August 21, 2018. The Committee was okay with this.

STREETS AND WALKS – CORY MAGNUS

Mr. Magnus discussed the culvert on Glendowery Lane with the Committee. Mr. Barber stated that he will have photos tomorrow and that there is a lot of silt out there. Mr. Bunge advised that the drywells are full and that the sediment needs to be sucked out of them. Mr. Bunge added that they may need to go in and punch holes to get the drywells operational again. Mr. Magnus suggested that Mr. Barber send out letters to the residents in that area explaining that they are responsible for making sure their culverts are clean and that the Village is willing to help with some of it. Mr. Barber said that he will get the letter drafted to be sent out.

Mr. Magnus discussed the Holden Rockton Road, LLC letter with the Committee in reference to the bike path easement. Mr. Fridly stated that there was an original agreement in 2015 that there would be one full access across from Swedish American and that they would put in the right in/right out. Mr. Bunge said that Holden Rockton Road, LLC is now requesting two full accesses and a right in/right out. Mr. Bunge stated that the second full access needs to be right across from Swedish American or further down or there will be a traffic conflict there. Mr. Fridly suggested that the Village doesn’t pay for anything at this point and that they only get 7 years instead of 10 years for their 50/50 sales tax incentive. Mr. Fridly reiterated that the Village had a verbal agreement with them and that their attorney, Atty. Galluzzo, couldn’t answer if the original agreement was null and void. Mrs. May stated that she was for installing the pipe and paving over it, but wants everyone to be on the same page. Mr. Fridly stated that he will get a consensus at the Village Board meeting on August 21, 2018 and talk to Atty. Szeto about it. Mr. Fridly stated that he could agree to the 10 year sales tax incentive, but that he prefers 7 years.

BUILDINGS AND PARKS – JODI MAY

Mrs. May discussed the generator at Village Hall with the Committee. Mr. Barber stated that they have discussed a generator at Village Hall in the past and that they were going to have the process completed in two phases. Mr. Barber explained that the police department would like the generator as soon as possible and that this is budgeted for. Mr. Barber asked the Committee if they would like him to proceed further. Mr. Fridly advised that he would like to table it for now. Mr. Barber and Mr. Bunge will work on getting this out for bid.

Mrs. May stated that the special events application for the Rockton Lion’s Club “Last Roar Car & Bike Show” to be held on Sunday, September 7th from 8 am - 5 pm in Settlers park is up for approval at the Village Board meeting on August 21, 2018. Mrs. May stated that they are missing signatures from the police and fire chiefs on the application. Mr. Magnus said that they also want a band to play at the pavilion and have FIBS provide alcohol for the event. Mr. Self advised the Committee that they could approve the date for the event and then bring the special event application back for approval at the next Village Board meeting on September 4, 2018. Mrs. May added that they can approve the date for the Hanz Brew Fest as well at the Village Board meeting on August 21, 2018. The Committee was okay with this.

Mrs. May discussed the special events application for the Hughes wedding to be held on Saturday, October 20th from 8 am - 8 pm in Settlers Park. Mrs. May stated that this is up for approval at the Village Board meeting on August 21, 2018. The Committee was okay with this.

PUBLIC WORKS – DAN BARBER

Mr. Barber provided the Committee with a 4-year street projects form for them to review. Mr. Barber stated that he and Mr. Bunge completed a whole new evaluation of the streets. Mr. Bunge added that there are different size projects in the 4-year street plan so that the Village can pick and choose projects dependent upon what’s available in the budget.

Mr. Barber advised that he sent the final pay request to Rockford Structures today for the new Public Works building.

Mr. Barber stated that he is having the Public Works employees inspect their vehicles and that there is a 2004 GMC C7500 that is in need of emergency repair work. Mr. Barber said that the vehicle is at Finley right now, but that he hasn’t told them to repair the truck yet. Mr. Barber stated that the repairs (not to exceed $4,800) would come out of vehicle maintenance in the budget. Mr. Fridly said that he would get a consensus at the Village Board meeting on August 21, 2018. The Committee was okay with this.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self advised that the Committee that there is a fungus on the football field that he needs to put an application on. Mr. Self said that the cost of six bags of the application is $513 and that he would like a consensus from the Committee. The Committee was okay with Mr. Self purchasing this and applying it to the football field.

ANY OTHER BUSINESS ALLOWED BY LAW

Mayor Adams stated that he and Mr. Barber showed the old Public Works building to another interested party.

Mayor Adams discussed the property in the 100 block of N. Blackhawk that IDOT would like to sell to the Village. Mayor Adams said that if they paved all of the lot that the water would run behind the buildings and go into some of the businesses. Mayor Adams said that IDOT will not put a retaining wall up, but they could construct a berm to prevent the water from going behind the businesses. Mayor Adams added that he didn’t want to spend $22,000 if they couldn’t use the area for parking.
