Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Alderman Robert Schlensker opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. Approve Minutes 09/24/18 The Journal of Proceedings for the regular meeting of September 24, 2018 was approved as submitted by the city clerk on a motion by Alderman Little. 2. Comcast Changes Received a notice from Comcast of channel changes, effective October 11, 2018. Placed on file.
3. Liquor License Request Received a Class R1 Liquor License request for Casey’s General Stores Inc., 4001 Interstate Blvd. Referred to Alderman Peterson of the Codes and Regulations Committee.
4. Liquor License Request Received a Class R1 Liquor License request for Carambola LLC, 401 E. Riverside Blvd. Referred to Alderman Peterson of the Codes and Regulations Committee.
5. Oktoberfest Proclamation Mayor Jury presented a proclamation to Tony Beck of the German Society, proclaiming Friday, October 5, and Saturday, October 6, 2018 to be “Oktoberfest Days – 54th Anniversary” in the City of Loves Park.
6. Tony Beck Tony Beck thanked city council for the proclamation and invited everyone to attend the Oktoberfest.
7. Water Department Bills Alderman Jacobson presented the Water Department bills dated September 24, 2018 in the amount of $31,824.41, and moved that they be paid. Second by Alderman Peterson. 8. General Fund Bills Alderman Jacobson presented the General Fund and all other bills dated September 24, 2018 in the amount of $250,666.29, and moved that they be paid. Second by Alderman Peterson. 9. Public Safety Report Alderman Schlensker presented the Police Department Report dated October 1, 2018, to be placed on file.
10. Public Works Report Alderman Schlensker presented the Water Department Report dated September 26, 2018; presented the Street Department Report dated October 1, 2018, to be placed on file.
11. Finance & Administration Committee Alderman Jacobson of the Finance and Administration Committee presented General Fund and all other bills dated October 1, 2018 in the amount of $155,625.08, for consideration at next week’s city council meeting; presented the Treasurer’s Report for August 2018, with an ending balance of $9,245,334.87; presented the minutes from the committee meeting held September 24, 2018, to be placed on file.
12. Public Works Committee Alderman Schlensker of the Public Works Committee presented the Water Department list of bills dated October 1, 2018 in the amount of $44,963.62, for consideration at next week’s city council meeting.
13. Codes & Regulations Alderman Peterson of the Codes and Regulations Committee announced that a committee meeting will be held Monday, October 8, 2018, following city council.
14. Fire Department To Hire Captain Donn Evans For Deputy Chief Of Operations Alderman Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that Chief Jerry Wiltfang is hereby authorized to appoint Captain Donn Evans to the position of Deputy Chief of Operations for the City of Loves Park, effective October 2, 2018 and the salary for this position will be $8,569.00. This position will be paid from Account No. 01-12-8503 (Salary of Deputy Chiefs). Second by Alderman Peterson. 15. Real Estate Contract Purchase For 4096 Interstate Blvd. Alderman Jacobson presented the following resolution approving the purchase of real estate at 4096 Interstate Boulevard, Loves Park, Illinois and authorizing the Mayor to enter into a real estate contract for such purchase. WHEREAS, the City, pursuant to Section 2-2-1 of the Illinois Municipal Code (65 ILCS 5/2-2-1), has the power to purchase real property for public purpose; and WHEREAS, the City has determined that the property commonly known as 4096 Interstate Boulevard, Loves Park in Winnebago County, Illinois having PIN Number 12-01-151-011 consisting of approximately 1.2 acres (“Property”) should be acquired by the City for public purposes, including public improvements which are needed to make adjacent property viable for economic development; and WHEREAS, City agrees to purchase from Seller, and Seller agrees to sell to City on terms set forth in a Real Estate Contract (“Agreement”); and WHEREAS, the City has determined that the terms of the Agreement are acceptable; and WHEREAS, the City has determined that this acquisition is in the best interest of the City and its citizens. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Loves Park, Illinois, that by the adoption of this resolution, that the City hereby agrees:
1. The above recitals are hereby incorporated into this Resolution as if fully state herein. 2. The City hereby approves the purchase of the Property and authorizes the Mayor or his designee to execute the Agreement, in substantially the same form as attached hereto as Exhibit “A”. 3. This Resolution will be in full force and effect from and after its passage, approval, and publication in pamphlet form in the manner provided by law. Second by Alderman Peterson. 16. No Shave November Fundraiser Alderman Jacobson presented the following resolution and moved for its adoption: RESOLVED, that by the adoption of this Resolution, that during the month of November 2018, the Chief of Police, Officers and Staff of the Loves Park Police Department, wish to participate in an initiative titled “No Shave November” which will raise funds for a Rooftop Healing Garden at Mercy Health’s Riverside Campus. The Police Department endorses the concept of putting razors down for the month of November for this worthy cause. Further, Police Chief Lynde has set a fundraising goal of $2,500.00 for “No Shave November” and is encouraging full participation in the Police Department ranks. Chief Lynde is asking each participating officer to make a donation toward the cause and he is asking the City to match up to $1,000.00 of funds raised. Another anonymous donor will match up to $500.00 of funds raised in order to reach the ultimate goal of $2,500.00 for this most worthy cause. Now therefore, be it resolved, that the Police Chief is authorized to establish a separate account within City funds to accept these donations and further authorizes the Police Chief to disburse funds from the designated account to the charitable organization Mercyhealth Development Foundation, with an earmark of “Rooftop Healing Garden”. Further be it resolved, that the City of Loves Park will make a matched donation of up to $1,000.00 towards “No Shave November” for dollars raised in support of this endeavor. Funds for the City’s matched donation will be expended from Account No. 01-01-6495(General Administration/Organizations). Second by Alderman Peterson. 18. 1st Reading Redevelopment Agreement For Rock Cut Business Park Alderman Jacobson presented for first reading an ordinance authorizing the City to enter into a Redevelopment Agreement for Rock Cut Business Park at the northwest corner of Bell School Road and Rock Valley Parkway, and moved to waive the reading of the ordinance as all aldermen have been provided copies.
