Village of Rockton Public Works Committee met Sept. 3.
Here is the minutes provided by the committee:
Chairman Fridly called the regular meeting of the Public Works Committee to order at 5:30 pm. Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus, Jodi May and Don Self
Also present: Arianne Honkamp
Motion by Mr. Magnus, second by Mrs. May, to waive the reading of and approve the minutes of August 19, 2019. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
VILLAGE ENGINEER – KEVIN BUNGE
Village Engineer Kevin Bunge gave his report. A copy of her report is on file with the Village Clerk’s office.
MAYOR - DALE ADAMS
Mayor Adams stated that a resident would like to donate Halloween decorations to be displayed at one of the Village parks. Mr. Self advised that he would contact the resident.
WATER, SEWER, & GARBAGE – SCOTT FRIDLY
Mr. Fridly stated that the purchase requisition for McGilvra Electric for Well #7 repairs in the amount of $4,290 is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.
Mr. Fridly added that Ordinance 2019-18: An Ordinance Amending Chapter 51 (Sewer Service) and Chapter 53 (Water Service) of the Code of Ordinances of the Village of Rockton, Winnebago County, Illinois is also up for approval at the Village Board meeting. Mr. Fridly explained that the ordinance now refers to the Water Clerk instead of the Village Clerk because many years ago the Village Clerk was responsible for utility billing. The Committee was okay with this.
STREETS AND WALKS – CORY MAGNUS
Mr. Magnus commented that in the Illinois Municipal League (IML) Magazine that the 2020 Motor Fuel Tax (MFT) funds are actually decreasing.
Mr. Magnus stated that he has been working with Mr. Bunge in reference to the 5 year projects and that they are currently up to $2.9M in projects. Mr. Magnus suggested a 1% road referendum for the Village and stated that either the Village needs to try and do this or increase property taxes. Mr. Magnus said that he would prefer the 1% road tax, but feels that the residents of the Village need to be educated about this before it goes on the ballot.
BUILDINGS AND PARKS – JODI MAY
Mrs. May stated that there are two special events applications up for approval at the Village Board later in the evening. The first one is for the Hononegah High School Homecoming Parade (Friday, September 20th) and the other one is for the 2nd Annual Last Roar Car Show (Sunday, October 8th) hosted by the Rockton Lion’s Club. The Committee was okay with both of the special events applications.
Mrs. May inquired if the Village was going to include a splash pad in the OSLAD grant. Mr. Self stated that it’s a possibility, but that he was focusing on the disrepair at the pool. Mrs. May commented that this was just a thought that she had.
PUBLIC WORKS – DAN BARBER
Mr. Barber updated the Committee in reference to the water tower projects. Mr. Barber said that there will be a change order coming for the Prairie Street water tower in the amount of $1,400. Mr. Barber added that they changed to a different mixer at the Wagon Wheel water tower and that it will decrease the cost.
Mr. Barber advised that Porter Brothers will be completing the 2019 street patching project, but that he has an addendum for additional locations to be repaired at a cost of $32,888.76. Mr. Barber stated that the money has already been approved and that he would like Mr. Magnus to get a consensus for this at the Village Board meeting later in the evening.
Mayor Adams stated that he received an e-mail on Friday, August 30th in reference to the bike path located next to Highway 75. Mr. Barber advised that IDOT never got the bike path approved to go across the railroad and that the Village had barricades set up at the crossing which have been thrown down into the ditch several times. Mr. Barber said that after several months the barricades were removed and that the e-mail that Mayor Adams received stated that the barricades must returned to the location. Mr. Barber advised that they are talking about putting pedestrian gates in that area now. Mr. Barber said that the barricades were placed back in the area and have been thrown in the ditch twice within the last three days.
Mr. Barber added that a fire hydrant was removed from the ITEP bike path so that will be a deduction in the cost of the project. Mr. Barber said that they have enough coverage with the other fire hydrants in the area. Mr. Magnus stataed that Harlem-Roscoe Fire Department should be made aware of this because they have the location of all of the fire hydrants in their computer program.
PARKS & RECREATION DIRECTOR – DON SELF
Mr. Self stated that Labor Day weekend was the last weekend the pool was officially open and that next weekend is the doggy swim.
