II. ACCEPTANCE OF MINUTES 

The minutes of the last regular meeting held on September 11, 2024, were approved as submitted.

III. TRAFFIC REQUESTS 

A. New Business

1. Request in the 4th Ward, by Shelley Salin, 2080 Jonquil Place, to establish a 20mph School Zone Speed Limit on Spring Creek Road from Brookview Road (east intersection) to Mulford Road. (K. Lin explained that the citizen’s request was to extend an existing School Zone, east to include Guilford High School. City staff then extended the request further east to include the portion of Spring Creek Road in front of Christian Life School. Members of the Commission asked whether zones should also be added to the request for portions along Shaw Woods Drive and Mulford Road that are adjacent to the schools. Commission recommended modifying the recommendation to establish 20mph School Zone Speed Limits on Spring Creek Road from Brookview Road (east intersection) to Mulford Road, Shaw Woods Drive from Spring Creek Road to Northcliffe Lane, and Mulford Road from Spring Creek Road to 40 feet north of Brynwood Drive. Motion by C. Tumeo, seconded by P. Yarbrough, Voted 8-0).

2. Request in the 2nd Ward, by RPS 205, to establish a “No Parking from 7am to 5pm” parking restriction on the south side of 2nd Avenue from 12th Street to 100 feet east of 12th Street, thus repealing the existing parking restriction of “No Parking from 7am to 4pm” on the south side of 2nd Avenue from 12th Street to 100 feet east of 12th Street. (K. Lin commented that parents are parking in the restricted area shortly before 4pm but their children may not arrive to their vehicles until after 4pm, which gives the parents the impression that is allowed. Making the restriction 5pm should improve access for buses as well as other through traffic in that area. Commission recommended establishing a “No Parking from 7am to 5pm” parking restriction on the south side of 2nd Avenue from 12th Street to 100 feet east of 12th Street, thus repealing the existing parking restriction of “No Parking from 7am to 4pm” on the south side of 2nd Avenue from 12th Street to 100 feet east of 12th Street. Motion by B. Strawser, seconded by C. Tumeo, Voted 8-0).

3. At earlier meetings, the team discussed moving the Traffic Commission meeting time to 5:30 PM. Last month it was decided that K. Lin would send an email requesting each member’s vote. The time change was approved by a margin of 8-1, with two votes not received. The time change will go into effect beginning in January 2025.
