Here are the minutes provided by the board:

The meeting was called to order at 6:00 p.m. by Mayor Johnson.

I. Invocation was given by Pastor Bobby Sheets from Riverside Community Church.

II. Pledge of Allegiance led by Trustee Jodi Stromberg

III. Roll Call and Declaration of Quorum

Present:

Mayor Steve Johnson, Trustees Aaron Wilson, Terri Bailey, Joe Seipts, Neil Rote, Julie Boggieand Jodi Stromberg

IV. The Journal of Proceedings for the Regular Board Meeting from December 15, 2025, was approved per typewritten copies submitted by the Clerk’s office on a motion by Trustee Wilson and seconded by Trustee Stromberg. Motion approved by voice vote.

V. Treasurer Deb Alms presented the Treasurer’s Report as of December 29, 2025, which reflected the total of all funds to be $53,526,639.67. A motion was made by Trustee Wilson to accept the Treasurer’s Report and seconded by Trustee Rote. Motion approved. On roll call: 7 ayes (Trustees Seipts, Stromberg, Rote, Wilson, Boggie, Bailey, and Mayor Johnson) and 0 nays.

VI. Communications: None.

VII. Warrant: Trustee Wilson presented the warrant in the amount of $788,930.13 and moved for its passage; seconded by Trustee Seipts. Motion approved. On roll call: 7 ayes (Trustees Seipts, Stromberg, Rote, Wilson, Boggie, Bailey, and Mayor Johnson) and 0 nays.

VIII. Administrative Reports

1. Mayor Johnson reported the following:

• Mayor Johnson took the time to recognize the Winnebago County Sherifs Department for their diligent and generous teddy bear drive for the holiday season.

• He wished that everyone in the Village had a safe and wonderful holiday season.

• Lastly, Mayor Johnson reminded everyone of the importance of shopping locally and wished everyone a Merry Christmas and safe and Happy New Year.

2. Attorney Tom Green had no report.

3. Village Administrator James Richter II had no report.

4. Finance and Human Resources Director Shannon Hansen presented a quick report on Resolution #02-R-26, Amend the Personnel Policy Manual, Job Descriptions for tonight’s consent agenda as well as giving a report on three of the checks from the Warrant payment dealing with some of the loans the Village is making progress to pay off in the near future.

5. Community Development and Building Coordinator Izzy Mandujano had no report.

6. Public Works Director Mitch Hilden was absent, no report.

7. Village Engineer Chris Dopkins had no report.

8. Public Safety Deputy Chief Josh Gesner reported that there has been a rotation in deputy schedules and roles.

IX. Committee and Trustee Reports

1. District #1 – Planning & Economic Development Chair Joe Seipts had no report.

2. District #2 – Public Improvement & Safety Chair Jodi Stromberg had no report.

3. District #3 – Administration & Finance Vice-Chair Neil Rote had no report.

4. District #4 – Administration & Finance Aaron Wilson reported that from tonight’s Administration and Finance meeting, only one resolution will be moving forward to the next board meeting: Resolution #05-R-26, Distribution of TIF Surplus Funds.

5. District #5 – Planning & Economic Development Vice-Chair Terri Bailey had no report.

6. District #6 -Public Improvement & Safety Vice-Chair Julie Boggie had no report.

X. Consent Agenda: Mayor Johnson noted that the next item is the Consent Agenda. Village Administrator James Richter II presented five items for tonight’s consent agenda:

1. Resolution #01-R-26, Acceptance of Public Improvements and Release Letter of Credit, Wyndridge Plat 10

2. Resolution #02-R-26, Amend the Personnel Policy Manual, Job Descriptions

3. Resolution #03-R-26, Driveway Variance for 475 Symphony Cove

4. Resolution #04-R-26, Authorization to Bid the Stone’s Landing Expansion Project

5. Ordinance #45-25, Variance in Side Setback for an Attached Garage, 8314 Waterview Rd. (Final Reading)

Mayor Johnson called for a motion to approve the consent agenda. Motion was made by Trustee Wilson and seconded by Trustee Bailey. On roll call: 7 ayes (Trustees Seipts, Stromberg, Rote, Wilson, Boggie, Bailey, and Mayor Johnson) and 0 nays.

XI. Old Business: None.

XII. New Business: Reports were given by Planning & Zoning Manager Carrie Houston for Ordinance #39-25 and Ordinance #40-25.

1. Ordinance #39-25, Variances from Mobile Home District Requirements, 9305 N. Second St. (First Reading) Motion was made by Trustee Seipts and Seconded by Trustee Rote. On roll call: 7 ayes (Trustees Seipts, Stromberg, Rote, Wilson, Boggie, Bailey, and Mayor Johnson) and 0 nays.

2. Ordinance #40-25, Zoning Map Amendment from the Single-Family Residential (R1) District to the Mobile Home (MH) District, 9305 N. Second St. (First Reading) Motion was made by Trustee Seipts and Seconded by Trustee Rote. On roll call: 7 ayes (Trustees Seipts, Stromberg, Rote, Wilson, Boggie, Bailey, and Mayor Johnson) and 0 nays.

XIV. Public Comment: None.

XV. Closed Session: None.

XVI. Mayor Johnson called for a motion to adjourn. Motion was made by Trustee Wilson and seconded by Trustee Stromberg. Motion approved by voice vote. Meeting adjourned at 6:17 p.m.
