Village of Rockton Administration Committee met Feb. 16.

Here are the minutes provided by the committee:

Chairman York called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Sarah Doerflinger, Dave Winters and Justin York Staff present: Sally Bennett, Mark Henderson, Chief Hollinger, Deputy Chief Jobst, Connie Kieffer and Happy Welch

Motion by Mr. Winters, second by Mrs. Doerflinger, to waive the reading of and approve the minutes of February 2, 2026. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that they have several items to discuss tomorrow evening in executive session.

Mayor Peterson added that the Village received a letter from SMTD for the Village’s annual contribution.

VILLAGE ADMINISTRATOR – HAPPY WELCH

None.

ADMINISTRATION – JUSTIN YORK

None.

COMMUNITY DEVELOPMENT – SARAH DOERFLINGER

Mrs. Doerflinger stated that Armani Basurto, owner of Benchmark Exteriors, reached out to her in reference to a façade grant. Mrs. Doerflinger said that Mr. Basurto spoke to Tricia Diduch (former Planning & Development Administrator for the Village) a while back about a façade grant for his building. Mr. Welch stated that a redevelopment agreement was never done. Mr. Welch said that the Village will have to reappropriate funds out of the TIF for the façade grant. Mr. Henderson added that the façade grant was held up in planning for a while because the Village was waiting on documentation. Mrs. Doerflinger stated that Resolution 2026-106: A Resolution of the Village of Rockton, Illinois Authorizing the Village to Enter Into a Redevelopment Agreement with Caliber One Holdings, LLC is up for approval at the Village Board meeting on February 3, 2026. The Committee was okay with this.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

None.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that the police department wrapped up promotional testing and that five officers are up for promotion.

Chief Hollinger stated that firearms training went well at the Blackhawk Tech facility.

Chief Hollinger added that Deputy Chief Jobst has been working on the Ironman Triathlon and Old Settlers Days events.

Chief Hollinger said that Garcea is almost done with the Incident Response Plan (IRP).

PLANNING & DEVELOPMENT ADMINISTRATOR – MARK HENDERSON

Mr. Henderson stated that there is still interest in annexing property on Nazarene Drive into the Village. Mr. Henderson said the potential buyer is waiting to see if he will need to hook up to the Village’s water and sewer. Mr. Henderson advised the Committee that he was talking to Atty. Szeto about this.

Mr. Henderson said that he will have a couple more zoning items coming up in the middle of March. Mr. Henderson added that Mr. Welch attended the Winnebago County ZBA meeting for the south quarry on N. Main Street and that the property owner was denied a variance for the fence requirement.

EXECUTIVE SESSION

ANY OTHER BUSINESS ALLOWED BY LAW

Mr. Winters inquired if there’s been any pushback from the driveway variances that were denied. Mr. Welch stated that he heard from one of the property owners and they advised they were going to sue the Village and report any other violations to code enforcement that they see in the Village.
