Village of Rockton Budget & Finance Committee met March 18.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Scott Danielson, Connie Kieffer, Jodi May and Dave Winters

Staff present: Dan Baumgartner, Tricia Diduch, Chief Hollinger and Arianne Honkamp

Also present: Dave Bennington

Motion by Ms. May, second by Mr. Danielson, to waive the reading of and approve the minutes of March 4, 2025. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $208,803.34.

MAYOR PETERSON

Mayor Peterson inquired if Chief Hollinger started working on his budget for the police department. Chief Hollinger stated that he will have the first draft done next week.

Mr. Winters asked about the closing for the Goldie Floberg building and Mayor Peterson advised that the closing is supposed to happen sometime in mid-May.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett stated that she met with Jessica from First National Bank in reference to the bank services agreement renewal and that there are no new changes. Mrs. Bennett inquired about interest rates and was advised that they may lower rates four times over the course of the year, but they don’t really know what’s going to happen.

Mrs. Bennett said that she sent out her financial report to everyone and that everything is looking pretty good. Mrs. Bennett stated that the police fines were doing very well.

Mrs. Bennett commented that the Sikich auditing tool software is up for approval (Resolution 2025-106) at the Village Board meeting later in the evening. Mrs. Bennett said that this is a GASB 87 requirement for reporting lease payments. Mrs. Bennett stated that Sikich created this software and that she will be able to go in and enter data where it needs to go for reporting purposes. Mrs. Bennett said the software will pay for itself.

DAVE WINTERS, CHAIRMAN

Mr. Winters stated that Resolution 2025-106: A Resolution of the Village of Rockton, Illinois Authorizing a Master Software License Agreement with Sikich, LLC is up for approval at the Village Board meeting. The Committee was okay with this.
