The Rockford City Council met Monday to sell vacant lots.

Rockford City Council is located at 425 E. State St., Rockford. The Rockford Aldermen (City Council) acts in conjunction with the Mayor as the legislative and policy making body of the municipality. There are presently fourteen council members. There are fourteen aldermen, elected by ward, with four year terms all ending in the same year. Council members legislate once a week as a whole and also meet in weekly committee meetings; Finance and Personnel, Planning and Development, and Code and Regulation. Aldermen make decisions, pass ordinances, appropriate funds and present initiatives so as to best represent the needs of both their respective constituents and the City of Rockford as a whole.

The City Council Clerk called the meeting to order at 5:46 p.m. in the absence of Mayor Morrissey and recognized Alderman Thompson-Kelly. 1. Prophet Yusef recited scripture and spoke about searching for a true friend.
2. John Brantley recited scripture and spoke regarding helping at-risk youth in our community.
3. Larry Robertson mentioned numerous improvements that have taken place throughout our community under Mayor Morrissey's direction and Mr. Robertson expressed his gratitude for those accomplishments.
4. Toby Haldeman spoke about how he was able to assist the police in stopping businesses involved in illegal practices in his neighborhood. Mr. Haldeman encouraged citizens to get involved in stopping crime in our community and he stated, “One person can do a lot.”

V. OFFICERS REPORTS
A. Alderman Frost
Alderman Frost announced there would be a Legislative Lobbying Committee meeting on Monday, January 30, 2017, and he stated Lobbyist, Michael Cassidy, from McGuireWoods will be present at the meeting.
B. Alderman Newburg
Alderman Newburg expressed her concern regarding another shooting in the Ninth Ward. Alderman Newburg stated the police need the public's help in stopping these criminals and urged anyone with information regarding the shooting to contact Crime Stoppers.
C. Alderman Oddo
Alderman Oddo mentioned there was a shooting in the Eighth Ward on Saturday. Alderman Oddo thanked Police Chief O'Shea, the City of Rockford Police Department and the Winnebago County Sheriff's Department for their hard work. Alderman Oddo pleaded with the public to work with the police in order to catch the criminals involved in this incident.
Police Chief O'Shea stated he has received numerous phone calls in the last week with information regarding recent crimes and the information received has helped the Police Department with several cases. He stated the public is stepping up and he truly appreciates their help. Chief O'Shea encouraged citizens with information regarding crimes to contact Crime Stoppers or they can contact him by phone or email.
D. Alderman Hervey
Alderman Hervey announced the Fifth Ward meeting will be held on Thursday, January 26, 2017, at 6:00 p.m. at the Montague Branch Library and Deputy Chief Carla Redd will be speaking.
Alderman Hervey mentioned long time Fifth Ward resident, Robert "Bob" Anthony, passed away a few weeks ago. Alderman Hervey shared Bob Anthony helped her with the Fifth Ward meetings and she stated he was a kind, generous person and she plans to do something soon to honor him.
E. Alderman Elyea
Alderman Elyea announced the Ribbon Cutting Ceremony for the District 2 Police Station will take place on Wednesday, January 25, 2017, and she encouraged citizens to attend and take a tour the building. Alderman Elyea expressed her excitement regarding the opening of District 2 Police Station and she stated this will be the proudest moment of her tenure as alderman of the Eleventh Ward.
Alderman Elyea shared she participated in the Women's March downtown on Saturday and she commented it was a great march and she believes it was the largest march ever held in Rockford, Illinois.
Alderman Elyea offered her condolences to the family of Frank Schier and stated she will miss him greatly. Alderman Elyea shared she worked for Mr. Schier when she first moved back to Rockford and he helped mold her into the person she is today.
F. Alderman McNeely
Alderman McNeely extended her thoughts and prayers to the families of Frank Schier and Bob Anthony.
Alderman McNeely commented she wasn't able to attend the Women's March in Rockford, Illinois, but she was pleased to hear that so many turned out for the march. Alderman McNeely shared she attended the march in downtown Chicago and she stated there was a massive turnout there.
Alderman McNeely thanked City Administrator Jim Ryan for his hard work and excellent service to the City of Rockford and she wished him and his family the very best in the future.
G. Alderman Thompson-Kelly
Alderman Thompson-Kelly reported on Friday, January 20, 2017, Pastor Flannigan from Jerusalem Missionary Baptist Church held a walk carrying a casket and the theme of the walk was "Let's not bury our children, let's bury the crime." Alderman Thompson-Kelly commented it was a wonderful walk and she thanked the City of Rockford Police Department for their assistance during the walk and their efforts with the Neighborhood Watch Groups all over our community.
H. Alderman Beck
Alderman Beck announced the 31st Annual Illinois Snow Sculpting Competition, which had to be postponed due to the warm weather, has been rescheduled and will take place this week. Alderman Beck stated the competition will begin on Wednesday and the judging will take place on Saturday at 10:00 a.m. He encouraged residents to drive through the park and on Saturday from 8:30 a.m. to 11:00 a.m. and vote for their favorite sculpture. Alderman Beck mentioned Alderman Beach was very instrumental in bringing this event to Rockford, Illinois.
