Approval Of The Village Board Minutes: December 18, 2018 Public Hearing Minutes and December 18, 2018 Village Board Minutes.

Public Comment:

Treasurer’s Report: December 2018.

President’s Report: Jim E. Claeyssen

1. Village Board discussion regarding the time and material invoice of $5,512.65 from Stenstrom Excavation and Blacktop for the Swanson Park water main leak that was approved without a dollar amount on November 20, 2018. (This invoice is part of the bill packet that will be approved tonight).

2. Village Board discussion and a motion to approve Resolution 2019-01; an Illinois Department of Transportation Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code for the use of Motor Fuel Tax (MFT) Funds in the amount of $7,500.00. This is in regards to the Inter-Governmental Agreement between the Village of Cherry Valley and the Township of Cherry Valley for Road Support Services in 2019.

Ordinance Report By Trustee: Nancy Belt.

Finance Report By Trustee: Jeff O’hara.

1. Motion that the Village Board approve the bills reviewed and approved by the Budget Director on January 15, 2019 and reviewed and approved by the village trustees present at the January 15, 2019 Village Board Meeting at a total cost of $264,372.65.

Public Safety Report By Trustee: Jeff Fustin.

1. Motion that the Village Board approve Resolution 2019-02 an Intergovernmental Agreement with the City of Rockford for The Operation and Funding of An Integrated Records Management System (RMS).

Public Works Report By Trustee: David Schroeder.

1. Motion that the Village Board approve the revised 2019-2022 Garbage Services Request for Proposals (RFP) and to authorize Village staff to distribute this RFP.

2. Motion that the Village Board approve sending Public Works Employees Catherine O’Hearn and Andy Wesseln to Class C & D Water Operations Training in Geneva, Illinois on January 29 and 30, 2019, and also on February 26 and 27, 2019. Cost of this training is $600.00 per person ($1200.00 total) from line item 5195 Water. Meal Allowances for this training are $100.00 per person ($200.00 total) for the four days of training from line item 5200 Water.

Executive Session:

(5 ILCS 120/2)(c)(2) (Collective Bargaining) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.

(5 ILSC 120/2)(c)(11) (Pending Litigation) Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting.

(5 ILCS 120/2)(c)(1) (Personnel Matters) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
