Public Participation
1. Prophet Yusef of Rockford, Illinois recited scripture and spoke about ways to transform Rockford by the power of God.
2. John Tac Brantley, of Rockford, Illinois recited scripture and thanked the sponsors that enabled them to take over 150 youths and adults to Magic Waters. Mr. Brantley spoke of an incident involving four youths and how disappointed he was.

A. Head Start Program Governance - Review of documents Ald. Hervey will contact George Davis with her questions.

B. Change Order: Strathmoor Drive Extension to Chastain & Associates, LLC in the amount of $72,322.17. The amended contract amount is $557,995.70. The funding source for the change order is Motor Fuel Tax. The sales tax amount of $143,492.82 remains the same.
Ald. Hervey asked why IDOT was involved. Tim Hinkens explained that since the City utilized Motor Fuel Tax funds, we are required to follow their guidelines.

A. Award of Bid: Network Cabling Services to Chicago Voice and Data Authority, of Chicago, Illinois, Communication Connections Inc., of Rockford, Illinois, Renaissance Communication Systems Inc., of Franklin Park, Illinois, and Kelso Burnett Co., of Rockford, Illinois for an estimated contract value of $30,000.00, based on unit pricing listed on the bid tabulation. The contract duration is one (1) year with one (1) possible annual extension. The funding source is IT Operating Budget.

L. Resolution expressing official intent regarding certain capital expenditures to be reimbursed from proceeds of one or more obligations to be issued by the City of Rockford, Winnebago and Ogle Counties, Illinois
Ald. Beck explained that the resolution is necessary to pay for the projects from the bond proceeds. Xavier Whitford explained that the IRS requires the resolution in order to reimburse ourselves. This is related to the police evidence facility.
