City of Loves Park City Council met Sept. 23.

Here is the agenda provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Alderman Clint Little opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Mayor Gregory Jury

Aldermen Charles Frykman, Mark Peterson, A. Marie Holmes, Rob Schlensker, Doug Allton, Nancy Warden, John Jacobson, Jim Puckett, Clint Little, John Pruitt

Absent: City Clerk Bob Burden

Also Present: Deputy City Clerk Sheila Mills City Attorney Gino Galluzzo

1. Approve Minutes 09/16/19

The Journal of Proceedings for the regular meeting of September 16, 2019, was approved as submitted by the city clerk on a motion by Alderman Little. Second by Alderman Schlensker. Motion carried. 9 Ayes (Aldermen Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Puckett, Little, Pruitt) 1 Present (Alderman Jacobson)

2. Oath Of Office

Loves Park Fire Chief Jerry Wiltfang administered the oath of office for Tyler Worrell to the position of Lieutenant for the Loves Park Fire Department, to be effective October 1, 2019.

3. Water Department Bills

Alderman Jacobson presented the Water Department bills dated September 16, 2019 in the amount of $175,810.78, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Jacobson, Puckett, Little, Pruitt)

4. General Fund Bills

Alderman Jacobson presented the General Fund and all other bills dated September 16, 2019 in the amount of $1,411,216.04, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Jacobson, Puckett, Little, Pruitt)

5. Public Safety Report

Alderman Schlensker presented the Police Department Report dated September 23, 2019, to be placed on file.

6. Public Works Report

Alderman Schlensker presented the Street Department Report dated September 23, 2019; presented the Water Department Report dated September 23, 2019, to be placed on file.

7. Finance & Administration Committee

Alderman Jacobson of the Finance and Administration Committee presented General Fund and all other bills dated September 23, 2019 in the amount of $268,199.00; for consideration at next week’s city council meeting; presented the minutes from the committee meeting held September 16, 2019, to be placed on file.

8. Public Works Committee

Alderman Schlensker of the Public Works Committee presented the Water Department list of bills dated September 23, 2019 in the amount of $35,237.88, for consideration at next week’s city council meeting.

9. 1st Reading Cannabis Retailers’ Occupation Tax

Alderman Jacobson presented for first reading an ordinance amending the Municipal Code of the City of Loves Park, Boone and Winnebago Counties, Illinois imposing a Municipal Cannabis Retailers’ Occupation Tax, and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Peterson. Motion carried by voice vote.

10. Suspend Rules

Alderman Jacobson moved to suspend any and all rules to bring the above ordinance in for second reading. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Frykman, Peterson, Holmes, Schlensker, Allton, Warden, Jacobson, Puckett, Little, Pruitt)

11. ORD 4291-19 Cannabis Retailers’ Occupation Tax

Jacobson presented for second reading an ordinance amending the Municipal Code of the City of Loves Park, Boone and Winnebago Counties, Illinois imposing a Municipal Cannabis Retailers’ Occupation Tax, and moved for passage of the ordinance. Second by alderman Peterson. Discussion: Alderman Little commented that this ordinance will allow the city to impose a tax, should a cannabis business locate in Loves Park. Motion carried. 8 Ayes (Aldermen Frykman, Peterson, Holmes, Schlensker, Warden, Jacobson, Little, Pruitt) 2 Nays (Aldermen Allton, Puckett)

12. Alderman Little

Alderman Little commented that he has been working with a group of citizens doing clean-up projects in the city and he invited anyone who is interested in joining the group to contact him.

13. Adjourn

Alderman Jacobson moved that the meeting be adjourned. Second by Alderman Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:10 p.m.
