Convened in the Belvidere City Council Chambers, 401 Whitney Blvd, Belvidere Illinois at 7:00 p.m.

Call to order by Mayor Chamberlain.

1) Roll Call: Present: R. Brereton, W. Frank, M. Freeman, M. McGee, T. Porter, T. Ratcliffe, D. Snow and C. Stevens. Absent: M. Borowicz and G. Crawford.

Other staff members in attendance: Budget and Finance Director Becky Tobin, Public Works Director Brent Anderson, Community Development Planner Gina DelRose, Fire Chief Hyser, Police Chief Woody, City Attorney Drella and City Clerk Arco.

Motion by Ald. Brereton, 2nd by Ald. Frank to approve the minutes of the regular meeting of the Belvidere City Council of August 19, 2019. 

Roll Call Vote: 8/ 0 in favor. Ayes: Brereton, Frank, Freeman; McGee, Porter, Ratcliffe, Snow and Stevens. Nays: None. Motion carried.

5) Public Hearing: None.

6) Special Messages:

A) Mayor Chamberlain reported on upcoming events - Branch Pickup, Corn Boil at Heritage Woods and Buchanan Street Strolls.

7) Approval of Expenditures: None.

A) Ord. 9466H— 2nd Reading: An Ordinance Approving a Replat Titled Anderson Subdivision.

Motion by Aid. Snow, 2nd by Aid. Frank to pass Ord. #466H.

B) Ord. 4467H— 2nd Reading: An Ordinance Granting a Special Use to Permit a Mural within the CB, Central Business District( 427 South State Street).

Motion by Aid. Snow, 2nd by Aid. Porter to pass Ord. #467H. 

Roll Call Vote: 8/ 0 in favor. Ayes: McGee, Porter, Ratcliffe, Snow, Stevens, Brereton, Frank and Freeman. Nays: None. Motioncarried.

C) Ord. 9468H— 2nd Reading: An Ordinance Amending Section 118-34, Dangerous, Dead or Diseased Trees ofthe City of Belvidere Municipal Code.

Motion by Aid. Snow, 2nd by Aid. Ratcliffe to pass Ord. #468H. 

Roll Call Vote: 6/3 in favor. Ayes: Porter, Ratcliffe, Snow, Stevens, Brereton and Mayor Chamberlain. Nays: Frank, Freeman and McGee. Motion carried.

10) New Business:

A)Ord. 9469H— 1st Reading: An Ordinance Amending Section 110-9, Penalty of the City of Belvidere Municipal Code.

Motions forwarded from Public Safety and Finance and Personnel ofAugust 26, 2019.

A) Motion to approve the purchase of the SRN 1000 Double Barrier System with Canopy package. The cost is not to exceed $ 5, 696 and will be taken out of equipment line item# 01- 5- 210- 8200. 

Roll Call Vote: 8/ 0 in favor. Ayes: Ratcliffe, Snow, Stevens, Brereton, Frank, Freeman, McGee and Porter.

Nays: None. Motion carried.

B) Motion to approve the purchase of a Ford F550 Crew 4 x 4 Chassis from

Manley Motors in the amount of$51, 828. 

Roll Call Vote: 6/2 in favor. Ayes: Snow, Brereton, Frank, Freeman, McGee and Ratcliffe. Nays: Stevens and Porter. Motion carried.
