1. Committee recommends sustaining the Traffic Commission's approval to establish a “No Parking Loading Zone” restriction on regular school days from 7:00 a.m. to 3:00 p.m. on the north side of Maple Street from one hundred twenty-six (126) feet west of North Winnebago Street to North Rockton Avenue. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends sustaining the Traffic Commission's approval to establish a 20 mph school speed limit on Gregory Street from Kishwaukee Street to the north leg of South 3rd Street. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends sustaining the Traffic Commission's approval to establish a 20 mph school speed limit on South 3rd Street from Gregory Street to College Avenue. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends sustaining the Traffic Commission's approval to establish a 20 mph school speed limit on School Street from North Johnston Avenue to North Day Avenue. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends sustaining of the Traffic Commission's approval to establish a yield sign at the intersection of West Jefferson Street and North Independence Avenue with traffic on West Jefferson Street required to yield prior to entering the intersection with North Independence Street. The Legal Director shall prepare the appropriate ordinance.

6. Committee recommends approval of the request for an honorary street name change on South Winnebago Street from Morgan Street to Montague Street to “Chuck Jefferson Way” in honor of Charles E. “Chuck” Jefferson, former State Representative for the 67th District. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a Planned Unit Development for a medical clinic with methadone services and administrative offices in an R-4, Multi-Family Residential Zoning District at 49xx East State Street, 215 Easton Parkway (Remedies Renewing Lives Inc./Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

8. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for body arts facility in a C-4, Urban Mixed-Use Zoning District at 136 North 1st Street (Sarah Stewart/Sarah Stewart Tattoo LLC/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

9. Committee recommends sustaining the Zoning Board of Appeals' approval for a:

a. Variation to reduce the required setback from the alley for a sight obscuring fence six (6) feet in height from 2.5 feet to zero (0) feet along the east property line;

b. Variation to increase the maximum allowed fence height in the rear yard from six (6) feet to 8.5 feet;

c. Variation to reduce the required setback of a play house from six (6) feet to zero (0) feet along the east and south property lines; and

d. Variation to reduce the required setback for an attached deck from six (6) feet to 4.33 feet along the south property line in an R-1, Single-Family Residential Zoning District at 2115 Clinton Street (Andrew Capone/Applicant).

Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

10. Committee recommends reversing the Zoning Board of Appeals' denial for a Variation to increase the maximum square footage permitted for a free- standing sign from forty-eight (48) square feet to sixty-four (64) square feet in an RE, Rural Estate Zoning District at 3445 Elmwood Road (Doyle Signs Inc./Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

11. Committee recommends approval of an Intergovernmental Agreement with Rockford Public School District 205 for Police Services. The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Committee recommends approval of the proposed sale of the city-owned property at 413 Ford Street (PIN: 11-26-130-017) to Mary O'Sullivan- Snyder, of Rockford, Illinois in the amount of $3,000.00. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends approval of vouchers in the amount of $5,620,956.74 as approved at the Finance and Personnel Committee meeting on October 28, 2019.

3. Committee recommends approval of the Tax-Exempt Lease for City-Wide Vehicles to PNC Equipment Finance, LLC, of Columbus, Ohio for a lease rate of 2.733% for the purchase of 20 City-Wide Vehicles. The annual payments will be $118,139.79 for a term of seven (7) years. The funding source is various Departmental Operating Budgets. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval of the Tax-Exempt Lease for Heavy Equipment to PNC Equipment Finance LLC, of Columbus, Ohio for a lease rate of 2.975% for the purchase of (1) Skid Steer Loader, (1) Forestry Chipper, (1) John Deere Backhoe Loader, and (5) Plow Trucks. The annual payments will be $137,393.63 for a term of ten (10) years. The funding source is various Departmental Operating Budgets. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends approval of 2020 Fee Schedule. The Legal Director shall prepare the appropriate ordinance.

6. Committee recommends approval of the 2019 Proposed Property Tax Levy Ordinance prepared by the Finance Director and accepted in the amount of $55,567,606.00 for the levies in the Corporate, Police Protection, Police Pension, School Crossing Guards, Fire Protection, Street and Bridge, Judgments, Tuberculosis Sanitarium, Public Library, Public Library Maintenance of Buildings Illinois Municipal Retirement, Unemployment Compensation, Worker's Compensation, and Auditing Funds. The final City levy amount will be approximately $48,187,606.00. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends approval of the 2019 Tax Levy for Street & Bridge Purposes from.06% of the value as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford to.10% of the value, as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford. The Legal Director shall prepare the appropriate ordinance.

8. Committee recommends approval of the 2019 Property Tax Abatements. For 2019, the debt service levy is $10,530,391 and will be abated in its entirety. The Legal Director shall prepare the appropriate ordinance.

9. Committee recommends approval of the 2020 Budget and Appropriation Ordinance. The Legal Director shall prepare the appropriate ordinance.

6. Award of Non-Competitive Contract: John Deere Equipment Repair to West Side Tractor Co., of Rockford, Illinois for an estimated contract value of $50,000.00 based on unit pricing. The contract duration is one (1) year with two (2) possible additional one-year extensions. The funding source is Equipment Fund Operating Budget.

7. Award of Joint Purchasing Contract: Rock Salt/Bulk Road Salt to Compass Minerals America Inc., of Overland Park, Kansas for an estimated amount of $1,191,744.00 based on unit pricing (14,400 tons @ $82.76/ton). The contract duration is one (1) year. The funding source is Street Division Operating Budget.

8. Award of Joint Purchasing Contract: 20 City-Wide Vehicles to Anderson Rock River Ford, of Rockford, Illinois for a total of $743,508.00 with additional upgrades. The funding source is 2019 Fleet Lease Funds and various Division Capital Operating Budgets.

9. Award of Joint Purchasing Contract: Heavy Equipment to Bobcat of Rockford for (1) Skid Steer Loader, (1) Forestry Chipper to Vermeer Industries, of Aurora, Illinois, (1) John Deere Backhoe Loader, to West Side Tractor Sales Co., of Rockford, Illinois and (5) Plow Trucks to Lakeside International, of Rockford, Illinois and Monroe Truck Equipment, of Monroe, Wisconsin for a total of $1,173,492.22.
