Convened in the Belvidere City Council Chambers, 401 Whitney Blvd, Belvidere Illinois at 7:00 p.m.

Call to order by Mayor Chamberlain.

1) Roll Call: Present: R. Brereton G. Crawford, W. Frank, M. Freeman, M. McGee, T. Porter, D. Snow and C. Stevens. Absent: M. Borowicz and T. Ratcliffe.

Other staff members in attendance: Budget and Finance Director Becky Tobin, Director of Buildings Kip Countryman, City Treasurer Thornton, Public Works Director Brent Anderson, Community Development Planner Gina DelRose, Fire Chief Hyser, Deputy Chief Gardner, City Attorney Drella and City Clerk Arco.

A)Approval of minutes of the regular meeting of the Belvidere City Council of October 7, 2019; as presented.

Motion by Ald. Snow, 2nd by Ald. Brereton to approve the minutes of the regular meeting of the Belvidere City Council of October 7, 2019. Roll Call Vote: 8/ 0 in favor. Ayes: Brereton, Crawford, Frank, Freeman, McGee, Porter, Snow and Stevens. Nays: None. Motion carried.

5) Public Hearing: None.

6) Special Messages:

Mayor Chamberlain presented a Rotary International Proclamation to Claire Garrett.

7) Approval of Expenditures: 

General i& Special Fund E Expenditures: $ 1, 977, 974, 03

Water & Sewer Fund Expenditures: $ 535, 657. 06

Motion by Aid. Snow, 2nd by Aid. Crawford to approve the General & Special Fund Expenditures in the amount of$ 1, 977, 974. 03. Roll Call Vote: 8/ 0 in favor. Ayes: Crawford, Frank, Freeman, McGee, Porter, Snow, Stevens and Brereton. Nays: None. Motion carried.

Motion by Aid. Crawford, 2nd by Aid. Porter to approve the Water& Sewer Fund Expenditures in the amount of $ 535, 657. 06. Roll Call Vote: 8/ 0 in favor. Ayes: Frank, Freeman, McGee, Porter, Snow, Stevens, Brereton and Crawford. Nays: None. Motion carried.

I) Minutes of Committee of the Whole— Building, Planning and Zoning and Public Works of October 14, 2019.

Motion by Aid. Crawford, 2nd by Aid. Frank to approve the minutes of Committee of the Whole —Building, Planning and Zoning and Public Works of October 14, 2019. Roll Call Vote: 8/ 0 in favor. Ayes: Freeman, McGee, Porter, Snow, Stevens, Brereton, Crawford and Frank. Nays: None. Motion carried.

9) Unfinished Business:

A) Ord. # 470H— 2nd Reading: An Ordinance Amending Section 110-91, Stop Streets, of the City of Belvidere Municipal Code to add Garfield Avenue at West 5th Street as a Two Way Stop.

Motion by Ald. Brereton, 2nd by Ald. McGee to pass Ord. #470H. Roll Call Vote: 8/0 in favor. Ayes: McGee, Porter, Snow, Stevens, Brereton, Crawford, Frank and Freeman. Nays: None. Motion carried.

B) Motion to approve city attorney drafting an ordinance for gas use tax and an agreement with NICOR to collect tax. Tabled October 7, 2019.

10) New Business:

A) Ord. #471 H— 1st Reading: An Ordinance Granting a Special Use to Permit a Planned Development within the CB, Central Business District (Container Park — 300 South Main Street).

Motions forwarded from Committee of the Whole—Building, Planning and Zoning and Public Works of October 14, 2019.

A) Motion to approve waiving the Building and Zoning fees in the amount of 871 for the Habitat for Humanity home at 531 E. Locust Street. Roll Call Vote: 8/ 0 in favor. Ayes: Porter, Snow, Stevens, Brereton, Crawford, Frank, Freeman and McGee. Nays: None. Motion carried.

B) Motion to approve the Work Authorization for Construction Engineering Services from CES Inc. in an amount not-to-exceed $ 11, 050 for the Sanitary Sewer Manhole Rehabilitation Project. This work will be paid for from Sewer line item #61- 5- 820-6040. Roll Call Vote: 8/ 0 in favor. Ayes: Snow, Stevens, Brereton, Crawford, Frank, Freeman, McGee and Porter. Nays: None. Motion carried.

C) Motion to approve the proposal from Klinefelter Drywall & Painting, in the amount of$8,250 for repainting the exterior block portions of City Hall. The cost ofthis work will be paid for from line item# 01- 5- 110-6010 Building Maintenance. Roll Call Vote: 8/0 in favor. Ayes: Stevens, Brereton, Crawford, Frank, Freeman, McGee, Porter and Snow. Nays: None. Motion carried.

D) Motion to approve the low bid from Timber Industries LLC in the amount of 9,300 for grinding of the City' s branch pile. This work will be paid for from line item# 01- 5- 310- 6826. Roll Call Vote: 8/ 0 in favor. Ayes: Brereton, Crawford, Frank, Freeman, McGee, Porter, Snow and Stevens. Nays: None. Motion carried.

E) Motion to approve the low bid from PDC Laboratories for the groundwater monitoring at Belvidere Municipal Landfill #1 from July 2020 until August 2021. Roll Call Vote: 8/0 in favor. Ayes: Crawford, Frank, Freeman, McGee, Porter, Snow, Stevens and Brereton. Nays: None. Motion carried. Belvidere City Council October 21, 2019 4

F) Motion to approve street closure on October 31, 2019 from 5. m. until 9 p.m. with 7tth Avenue closed between Starr Street and W. 5' Street for Belvidere First Assembly of God. Roll Call Vote: 8/0 in favor. Ayes: Frank, Freeman, McGee, Porter, Snow, Stevens, Brereton and Crawford. Nays: None. Motion carried.
