Village of Rockton Public Works Committee met Sept. 30.

Here is the minutes provided by the committee:

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:30 pm. Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus, Jodi May and Don Self

Motion by Mrs. May, second by Mr. Magnus, to waive the reading of and approve the minutes of September 16, 2019. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Kevin Bunge gave his report. A copy of her report is on file with the Village Clerk’s office.

Mr. Bunge advised the Committee that the change order for the Wagon Wheel water tower project was sent to him at 3:30 pm today and was still incorrect.

Mr. Bunge went over the bid tabulation sheets with the Committee in reference to the wastewater treatment plant rehab project and the hydrant and valve project. The low bid for the wastewater treatment plant rehab project was Sjostrom ($128,000) and the low bid for the hydrant and valve project was Northern Illinois Service Company ($112,737).

Mr. Bunge gave the Committee a copy of the Glendowery Lane drainage memorandum and provided three alternatives to repair the issue. Mr. Bunge stated that there was no action required by the Committee or Village Board in reference to this.

MAYOR - DALE ADAMS

Mayor Adams stated that SLATS is doing a transportation study and they would like to know of any intersection improvements needed in the Village. Mr. Bunge stated that he will look into intersections that could use improvements. Mayor Adams said that he isn’t sure if Winnebago County is looking into it, but the intersection at Old River Road and Highway 75 could use improvements. Mr. Magnus suggested they look into the intersection at Rockton Road and Aspland Drive as well.

WATER, SEWER, & GARBAGE – SCOTT FRIDLY

None.

STREETS AND WALKS – CORY MAGNUS

Mr. Magnus stated that if a 1% road referendum was passed in the Village that it would bring in approximately $6.6M over five years. Mr. Magnus asked that Mr. Bunge give him an updated list of engineering costs since they have added projects to the five year plan. Mr. Bunge stated that he will start working on it.

BUILDINGS AND PARKS – JODI MAY

Mrs. May discussed waiving the bid process for and the approval of the quote for the installation of the new LED lighting downtown. Mr. Barber stated that he reached out to four different companies and only two responded. Mr. Barber said that Gates Electrical quoted him $11,800 and Lender Electric quoted him $11,750 to install the lights without outlets. Mr. Barber added that Gates Electrical quoted him $17,325 to install the lights with the outlets. Mr. Magnus stated that over the last five or six years the Village has spent approximately $15,000 in labor having the lights installed. Mrs. May said that she is a fan of Gates Electrical and Mr. Barber added that Gates Electrical was eager to do the job. Mr. Barber said that he is also able to put a Public Works employee with Gates Electrical to complete the project. Mr. Barber advised that Ms. Diduch will send letters out to the property owners in reference to the installation of the lights. The Committee was okay with waiving the bid process and approving the bid from Gates Electrical in the amount of $11,800.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that the Village Board needs to formally adopt an emergency operation plan (EOP) for the Village. Mr. Barber said that the Committee was given a thumb drive with the draft EOP a while go to review. The Committee requested more time to look it over since it is quite lengthy.

Mr. Barber advised the Committee that he is going to go over some items with Ms. Quimby, Village Treasurer, later in the week before the auditors come on October 16, 2019.

Mr. Barber added that Ms. Quimby is in the process of going through Village documents that she has stored at her old building. The Village Clerk advised that she can go over what records can be destroyed and the process of completing a records disposal form.

PARKS & RECREATION DIRECTOR – DON SELF

None.
