City of Rockford City Council met Jan. 27.

I. CALL TO ORDER

Mayor McNamara called the meeting to order at 7:06 p.m.

D. Legislative and Lobbying Committee

1. 2020-18-CR - Renewal of the Professional Services Contract with

McGuireWoods Consulting, LLC for the amount of Ten Thousand Dollars ($10,000.00) per month for 2020 Lobbying Services.

Alderman Durkee, on behalf of the Legislative and Lobbying Committee, read in the committee report and placed it up for passage.

RESULT: ADOPTED [9 TO 1]

AYES: Durkee, Gasparini, Tuneberg, Hervey, Hoffman, Rose, Beach, Quinonez, Chiarelli

NAYS: Linda McNeely

ABSENT: Kevin Frost, Natavias Ervins, Ann Thompson-Kelly, John C. Beck

III. OFFICERS REPORTS

A. Alderman McNeely

Alderman McNeely thanked Mayor McNamara, Community Development Director Karl Franzen and the police officers that attended the community meeting and for their assistance in resolving a situation in the Thirteenth Ward.

1. 2020-19-R - Approval and confirmation of items for the City of

Rockford's Legislative and Lobbying efforts in the Illinois General Assembly.

Alderman Durkee, on behalf of the Legislative and Lobbying Committee, read in the resolution and placed it up for passage.

RESULT: ADOPTED [UNANIMOUS]

AYES: Durkee, Gasparini, Tuneberg, Hervey, Hoffman, Rose, Beach, Quinonez, McNeely, Chiarelli

ABSENT: Kevin Frost, Natavias Ervins, Ann Thompson-Kelly, John C. Beck

V. NEW BUSINESS (ORDINANCES)

A. Planning and Development Committee

B. Code and Regulation Committee

C. Finance and Personnel Committee

D. Legislative and Lobbying Committee

1. An ordinance approving the renewal of the Professional Services Contract with McGuireWoods Consulting, LLC for the amount of Ten Thousand Dollars ($10,000.00) per month for 2020 Lobbying Services. (SUSPEND RULE 15)

Alderman Durkee, on behalf of the Legislative and Lobbying Committee, read in the ordinance and moved to suspend Rule 15. Alderman Beach seconded the motion. MOTION FAILED with a vote of 9 Ayes and 1 No (Aldermen Frost, Ervins, Thompson-Kelly and Beck were absent.) Alderman Durkee then moved to lay the item over, seconded by Alderman Beach. MOTION PREVAILED with a unanimous voice vote (Aldermen Frost, Ervins, Thompson-Kelly and Beck were absent).

VI. ADJOURNMENT

The meeting was adjourned at 7:11 p.m.
