Trustee Hawes asked if we were having a second meeting? Mayor Lobinsky stated there would not be a second meeting in December and the next meeting would be the second week of January. Mayor Lobinsky asked if there was an update on when Jett’s Heating and Air would be replacing the HVAC system at Village Hall. Jason stated that the date for installation was scheduled for the following Wednesday, the 18th.

Mayor Lobinsky brought before the Board Ordinance 19-6 as this pertains to the tax levy that will be filed by the Village of Capron. Mayor Lobinsky ask the Board if there were any questions regarding Ordinance 19-6? No questions were had, at which point Mayor Lobinsky asked for a motion of approval of Ordinance 19-6. Trustee Hawes made the motion for approval and was seconded by Trustee Ryan. Roll call vote followed with all in favor. Motion carried.
Mayor Lobinsky then brought before the Board Ordinance 19-7 as this pertains to the abatement of Water/Sewer Bond. Mayor Lobinsky noted acknowledged there were a couple of formatting issues on the Ordinance that would be addressed before filing if approved. Mayor Lobinsky asked if there any questions regarding Ordinance 19-7? No questions were had at which point Mayor Lobinsky asked for a motion of approval of Ordinance 19-7. Trustee Hawes made the motion for approval and was seconded by Trustee Ryan. Roll vote followed with all in favor. Motion carried.
Mayor Lobinsky explained the change to the Owner-Engineer Agreement brought before the Board. Mayor Lobinsky stated that this is a change in operation from gas chlorine to liquid chlorine as well as the addition of a VFD to our current Well #2 system to eliminate pressure spikes to the infrastructure. These changes will be tied in with the Well #3 project. Mayor Lobinsky asked if there were any questions to these amendments to the agreement? Trustee Ryan asked if this change was the reason for the overall project pricing change? Mayor Lobinsky stated that was correct. Mayor Lobinsky asked for a motion to approve the Amendment to Owner-Engineer Agreement. Trustee Hawes made the motion for approval and was seconded by Trustee Ryan. Roll call vote followed with all in favor. Motion carried.

Trustee Hawes stated he had received a couple of calls about the lights being out in the downtown Main Street area and wanted to know if this was going to be fixed as well as are decorations going to be put up? Mayor Lobinsky stated that Jason was currently working to verify ownership of the downtown lights and will proceed to work on getting those back in operation. Mayor Lobinsky stated Christmas décor in the downtown area had been placed on hold due to service that has been needed at the WW Treatment plant that has taken precedence as well as our current décor being in a state of disrepair and new décor needs to be purchased.

Trustee Wakeley discussed with the Board the potential of adding some street safety equipment to the Village, such as speed humps. Trustee Wakeley stated he would like to possibly do some online or door to door polling of the residents to identify the most impacted areas that would benefit from something like this. Trustee Wakeley presented some initial research on products and pricing he has found so far. Some questions and discussions were had amongst Board members as well as the audience on this subject that can be heard at https://www.youtube.com/watch?v=xUs5ZohrEAo. Attorney Green stated that because these would qualify as traffic control devices and in the public right of way, that before moving forward with anything, Village Engineer should be involved with the process to make sure this would be set up properly.
