City of Rockford Finance & Personnel Committee met April 27.

A. Change Order: Kishwaukee Elementary School Water Distribution System Improvements.

Original contract amount: $92,000.00 Change order amount: $76,651.24 Total amended contract: $168,651.24 During abandonment of the parallel 6” water main, it was found that one business and four (4) residential homes were connected to the 6” water main, that per City records were shown to be connected to the 12” water main. This work had to occur quickly as the 6” water main was abandoned at the time it was discovered; leaving these customers without water service. In addition, with new Illinois Department of Public Health (IDPH) plumbing code requirements, nineteen (19) services lines needed to be abandoned at the main through use of corporation sleeves/solid sleeves that were not accounted for originally. These changes were addressed in the field due to project timeline constraints.

The funding source is Water Replacement Improvement Account (WRIA). B. Financial Discussion - March 2020

III. RESOLUTIONS

A. Police Department donation to the Police Museum at Midway Village of the following firearms: DWM Deutsche Waffen & Munitions Fabriken 1916, Winchester 1890 Rifle, Springfield Firearms SII, US 1873, Smith & Wesson.38 Special Revolver, Winchester Model 94 Lever Action, Walther TP.25 Auto, Colt Peacemaker Revolver, Colt 45 MKIV Government, Smith & Wesson Model 4046 Detective, Smith & Wesson Model 59, Sturm, Ruger & Co. Police Service Six, Smith & Wesson.38 Special Revolver, Walther (Short Barrel/German Police) P4, Walther (Long Barrel/German Military) P4, Colt 38, ASM Black Powder.44 Italy Revolver 1858, and Smith & Wesson Model 4046 Patrol.

B. Award of Bid: Alpine Dam Concrete Related Maintenance Construction to Martin & Company, of Oregon, Illinois in the amount of $1,363,636.00. The contract is estimated to be completed November 30, 2020. The funding source is Sales Tax.

C. Award of Bid: Alpine Dam Electrical & Mechanical Improvements to Engel Electric, of Sterling, Illinois in the amount of $342,723.00. The contract is estimated to be completed December 18, 2020. The funding source is Sales Tax. 

D. Award of Bid: Strathmoor Drive Extension to N-TRAK Group, of Loves Park, Illinois in the amount of $1,974,319.37. The project is estimated to be completed June 2021. The funding source is Motor Fuel Tax.

E. Award of Engineering Agreement: Construction Engineering - Strathmoor Drive Extension to Chastain & Associates LLC, of Rockford, Illinois in the amount of $300,310.00. The project completion is estimated for June 2021. The funding source is Motor Fuel Tax.

F. Award of Joint Purchasing Contract: Dump Truck Bed Replacements for two (2) dump trucks operated by the Water Division to Monroe Equipment, of Monroe, Wisconsin in the amount of $47,864.00. The funding source is Water Fund Operating Budget.

G. Reject Bids/Solicit New Bids: Private Lead Service Line Replacement. Staff is recommending rejection of the bids received and authorizing the Central Services Manager to solicit new bids. Based on the bids submitted and the inconsistency amongst those bids, the specifications need to be re-evaluated and clarified. The funding source is Water Fund Operating Budget. 

H. Award of Bid: Water Treatment Chemicals to Alexander Chemical, of Laporte, Illinois and Carus Corporation, of Peru, Illinois for an annual contract amount of $130,000 based on unit pricing. The contract duration is through April 30, 2021 with four (4) possible annual extensions. The funding source is Water Fund Operating Budget.

I. Award of Non-Competitive Contract: Polyphosphate Treatment Chemicals to Carus Corporation, of Peru, Illinois for an estimated annual contract of $120,000 based on unit pricing. The contract duration is one year with four (4) possible annual extensions. The funding source is Water Fund Operating Budget.

J. Award of Professional Services: Water Loss Control Program 2020 to M.E. Simpson Co. Inc., of Valparaiso, Indiana in the amount of $59,500.00. The contract duration is one-year. The funding source is Water Fund Operating Budget.
