APPROVAL

Motion for approval of The Agenda made by Trustee Wohlfarth and seconded by Trustee Berghorn. All in favor, motion carried.

Motion for approval of Meeting Minutes from the March 24th meeting made by Trustee Wilcox and seconded by Trustee Ryan. All in favor, motion carried

Trustee Ryan asked for clarity regarding legal fees. Attorney Green explained that several issues throughout the month were the cause of the increase in legal fees. Motion for approval of Bills to be paid made by Trustee Ryan and seconded by Trustee Berghorn. Roll call vote followed with all in favor. Motion carried.

OPEN ISSUES

Mayor Lobinsky spoke on the topic of COVID-19. Mayor Lobinsky stated that most likely, the next meeting will be held this way due to the virus. Internet upgrades will be done at Village Hall to help facilitate these future meetings. Mayor Lobinsky encouraged everyone to stay home and practice social distancing and good hygiene to help slow the spread of this virus. The office will remain closed but will continue to operate as best as possible. Trustee Wohlfarth asked if Mayor Lobinsky had received a call from someone from the Health Department. Mayor Lobinsky stated he had not yet received a call.

MAYOR LOBINSKY

Mayor Lobinsky presented to the Board and audience that a new developer has approached the Village about opening a new retail development. Mayor Lobinsky stated that Dollar General has acquired property east of the Village on Highway 173 and will be annexed into the Village of Capron. Attorney Green said that the developer has signed an agreement as well as sent a check to cover costs moving forward. Clarity on the location was given after Trustee Wohlfarth had asked. No current date of occupancy was available at this time.

Mayor Lobinsky clarified that Public Works was working regularly and making improvements around town.

TRUSTEE BERGHORN

Trustee Berghorn gave the monthly update on Water and Sewer Facilities. Trustee Berghorn stated they were still waiting on the actuators to be delivered for the Wastewater Treatment Plant. Hydrant flushing has begun. A hydrant on N 5th St. was discovered to be broken and will need to be repaired. Drainage ditch improvements were being made on North St. as well as South East St. Two service calls were made for sewer lines to be scoped at with no obstructions being found. Regular expenses were incurred for the month. Mayor Lobinsky asked about the cost for each service calls for sewer line inspection. Mayor Lobinsky would like to budget money in next year’s budget to cover the price for the Village to purchase this equipment.

TRUSTEE WAKELEY

Trustee Wakeley asked if a pothole on South East St could be patched. Mayor Lobinsky asked for Trustee Wakeley to get with Public Works and possibly send some pictures, so this can be followed up with.

ATTORNEY REPORT

Attorney Green reported a property just outside of the Village limits that wished to be pre-annexed to the Village of Capron. Attorney Green his thoughts on the pros and cons of doing so. Trustee Wohlfarth asked if this would be voted on at the next meeting? Attorney Green stated that it would not be a vote, but more of a consensus to move forward. Trustee Wilcox asked if the Village would be responsible for supplying water and sewer. Attorney responded no they are too far out.

Trustee Wohlfarth asked if the cleanup day was still scheduled for Capron? Spring clean up is still on as planned by Prairieland Disposal.

Mayor Lobinsky will still have Executive control during this period between meetings.

ADJOURNMENT

Trustee Wohlfarth made a motion to adjourn seconded by Trustee Berghorn. All in favor, the meeting adjourned at 7:40 p.m.
