Village of Rockton Public Works Committee met February 17

Village of Rockton Public Works Committee met Feb. 17.

Here is the minutes provided by the committee:

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:32 pm. 

Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus, Jodi May and Don Self 

Also present: Tricia Diduch

Motion by Mrs. May, second by Mr. Magnus, to waive the reading of and approve the minutes of February 3, 2020. All ayes. Motion approved 3-0.

PUBLIC COMMENT 

None.

VILLAGE ENGINEER – KEVIN BUNGE 

Village Engineer Kevin Bunge gave his report. A copy of his report is on file with the Village Clerk’s office.

MAYOR - DALE ADAMS 

Mayor Adams inquired about the status of the new trucks for the Public Works Department and Parks & Recreation Department. Mr. Barber stated that he spoke with Finley and that he hopes to have three vehicles by the end of February or the beginning of March.

Mayor Adams stated that he spoke with Mr. Bunge about the cost of the stoplights by the off ramp on Rockton Road and Highway 251 and advised that it would cost approximately $290,000. Mayor Adams said that someone is looking to purchase property in that area and the Village of Roscoe said that they would pay for 25% of the total cost.

WATER, SEWER, & GARBAGE – SCOTT FRIDLY 

None.

STREETS AND WALKS – CORY MAGNUS 

None.

BUILDINGS AND PARKS – JODI MAY 

Mrs. May stated that the purchase requisition for Burris Equipment for parts and labor for the Smithco super rake in the amount of $1,506 is up for approval at the Village Board meeting on February 18, 2020. Mr. Barber stated that he will check with Ms. Quimby, Village Treasurer, to make sure the funds are available. The Committee was okay with this.

PUBLIC WORKS – DAN BARBER 

Mr. Barber provided a copy of the Public Works monthly report to the Committee.

Mr. Barber also provided a list of everything that needs to be completed in Stone Ridge Subdivision. Mr. Barber stated that Three Hammer had called the Village because they may lose building a home in the subdivision because the Village isn’t issuing any permits until Mr. Youssi and the Village come to some sort of agreement about the issues in Stone Ridge. Mr. Bunge stated that Mr. Youssi verbally agreed to the final lift of the subdivision, but this will be discussed further at the Village Board meeting on February 18, 2020. The Village Board will let Atty. Szeto know how they would like to proceed.

Ms. Diduch spoke with the Committee about the subdivision ordinances in the Village code book. Ms. Diduch advised that Atty. Szeto is looking at areas that need to be tightened up a little bit more. The Committee discussed how sight plans should be reviewed when a new home is being built and who should be responsible for reviewing this. Mr. Bunge stated that the Village can decide who completes this part of the process. Mayor Adams commented that the problem is that the homeowners are changing the topography of the land with playgrounds and landscaping, etc. Ms. Diduch clarified that some of the issues could be code enforcement issues, but others are more zoning enforcement and stated that the Village needs to administratively figure out how they are going to enforce this stuff. Mayor Adams said that code enforcement encompasses many departments such as the police department and public works. Mr. Magnus stated that it’s more of the new development where the Village needs to have someone inspect it and that the Village can handle permits for fences, sheds and driveways. Mr. Bunge advised that he would like to see a few forms added for the Village and that they could be completed at the cost of the developer. Mr. Fridly suggested developing a checklist for Winnebago County and work with the county on this. Ms. Diduch stated that she can create a checklist and contact the county before a certificate of occupancy is issued to assure that everything has been inspected properly. Mr. Fridly suggested that Mr. Bunge and Ms. Diduch figure out what exactly needs to be tightened up and bring a draft to the Committee for review and then Atty. Szeto can draw up whatever needs to be done.

PARKS & RECREATION DIRECTOR – DON SELF 

Mr. Self stated that he attended the aquatic expo in Florida and that there were lots of good vendors and information available. Mr. Self said that he came up with some other alternatives for the pool that he is going to look into further.

Mr. Fridly requested that Mr. Self provide the Committee with a monthly report from his department as well. Mr. Self stated that he would gladly do that.
