Q4 2019 Parolees Recap: Who was paroled in Winnebago County?

There were 159 offenders released on parole during the fourth quarter of 2019 that live in Winnebago County, according to Illinois Department of Corrections data obtained by Rockford Sun.

The data shows that 139 men and 20 women were released in Winnebago County. Of the parolees, two were veterans, and the median age was 36. The youngest parolee was a 18-year-old man sentenced for a crime involving one or more weapons in 2018, and the oldest was a 77-year-old man sentenced for a crime against one or more children in 2018.

The offender who had been incarcerated the longest was Fernando Cruz. He was convicted of a sex crime in 1995 when he was 27 years old. He is now 52.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below gives a breakdown of how many offenders were paroled in the fourth quarter of 2019 in each Winnebago County municipality with at least one parolee in the quarter.
