Q3 2019 Parolees Recap: Who was paroled in Winnebago County?

There were 147 offenders released on parole during the third quarter of 2019 that live in Winnebago County, according to Illinois Department of Corrections data obtained by Rockford Sun.

The data shows that 131 men and 16 women were released in Winnebago County. Of the parolees, three were veterans, and the median age was 38. The youngest parolee was a 21-year-old man sentenced for a property crime in 2018, and the oldest was a 69-year-old man sentenced for a crime involving drugs in 2018.

The offender who had been incarcerated the longest was William Acton. He was convicted of homicide in 1996 when he was 19 years old. He is now 43.

Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.

The table below gives a breakdown of how many offenders were paroled in the third quarter of 2019 in each Winnebago County municipality with at least one parolee in the quarter.
