City of Carlyle Zoning Board met Aug. 13.

The meeting was called to order by Chairman Bill Beckemeyer at 6 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Board members present included Bill Beckemeyer, Gene Jurgensmeyer, Wilson Lappe, Matt Dannaman, Scott Rakers, and Jenny Carpenter. Others present included Steve Henkel, Andy Brackett, and Martha Reinkensmeyer.
After reviewing the minutes from the July 16, 2020 meeting, Scott Rakers made a motion to approve the minutes. Wilson Lappe seconded the motion. After a voice vote, all were found in favor.
There were no public comments.
There were no Zoning Board comments.
The third item on the agenda was a variance request from Steve Henkel. He is requesting that the Zoning Board approve the division of property at 951 12th Street and 1210 Mulliken Street into two separate parcels in a B-2 Highway Business District. The division would create one lot having an area of 4,350 square feet with lot widths of 30 feet and 37 feet with a side building setback of one foot. The second lot would have 8,700 square feet and lot widths of 56 feet and 65 feet and a rear building setback of one foot. Per City Code 40-4-46, the lot and building requirements that this would not meet are as follows: minimum lot area of 8,100 square feet, minimum lot width of 60 feet, side building setback of 8 feet, and a rear building setback of 25 feet. The legal description of the property is parcel ID 08-07-13-462-003 more commonly known as 1210 Mulliken Street. Andy stated that he received no feedback from neighbors. He added that he spoke with City Attorney Joe Heiligenstein and was told by Joe that this would not impact the neighborhood. Steve Henkel stated that once he has permission to split the lots, he will have the lot surveyed. After a brief discussion, Wilson Lappe made a motion to approve the variance request. Matt Dannaman seconded the motion. After roll call, all were found in favor.
There was no old business.
The fifth item on the agenda was new business. Andy informed the Board of the issues that he has been having with swimming pools. He plans on asking the Board to look at the City’s code at a future meeting. The current code is too vague and leaves too much room for interpretation. Andy has been looking at other cities’ codes and has spoken with Joe Heiligenstein.
With no further business to discuss, Wilson Lappe made a motion to adjourn. Gene Jurgensmeyer seconded the motion. Finding all in favor, the meeting was adjourned at 6:15 p.m.
