City of Carlyle Street and Alley Committee and City Council met Aug. 18.
Here is the minutes provided by the committee and the council:
The meeting was called to order by Chairman John Hodapp at 3 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included John Hodapp, Scott Diekemper, and Logan Speiser. Others present included Sunny Tut, Pat Netemeyer and employee, Doug Ratermann, Don Horrell and associate, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.
After reviewing the minutes from the June 22, 2020 meeting, Logan Speiser made a motion to approve the minutes. Scott Diekemper seconded the motion. After a voice vote, all were found in favor.
The first item on the agenda was the travel center. Andy began by stating that there was an issue with the proposed entrance off Route 127. IDOT has access control rights all along 127 and any road off it will have to be a public road that ties into Governors Drive. The planned frontage road is no longer an option. After a lengthy discussion, it was decided to submit two other options to IDOT and see if IDOT will approve either option. Whichever option is acceptable, will come back to the Street and Alley Committee. No motions were made.
The third item on the agenda was old business. Andy stated that he will get in touch with Kent Schwierjohn about going out to bid for the entrance onto Williams Road off Governors Drive. Andy also clarified that the Committee wanted a sign stating Local Deliveries Only placed at the entrance of Governors Drive.
There was no new business.

The Committee did not enter executive session so there were no executive session items on which to vote.
With no further business to discuss, Logan Speiser made a motion to adjourn. Scott Diekemper seconded the motion. Finding all in favor, the meeting was adjourned at 4:14 p.m.
