2. Motion that the Village Board approve Resolution 2020-12; A Resolution of The Village of Cherry Valley, Illinois Amending Section 7-3 Compensatory Time/Overtime in The Personnel Policies Manual

3. Motion that the Village Board approve Resolution 2020-13; A Resolution of The Village of Cherry Valley, Illinois Authorizing the Village President to Enter into an Agreement with The Standard Insurance Company for Short Term Disability Insurance

4. Motion that the Village Board approve the appointment of Tori Schroeder to the Cherry Valley Recreation Board.

5. Motion that the Village Board approve the Special Event Permit for a Bike Night at Kegel Harley Davidson, 7125 Harrison Ave. Rockford, Illinois, a non-profit event for A.B.A.T.E. (A Brotherhood Aimed Toward Education), to be held on September 1, 2020.

6. Motion that the Village Board approve the Special Event Permit for a Bike Night at Kegel Harley Davidson, 7125 Harrison Ave. Rockford, Illinois, a non-profit event for the Road Gliderz Group, to be held on September 15, 2020.

ORDINANCE REPORT BY TRUSTEE: DAVID SCHROEDER.

1. Motion that the Village Board waive the rules and consider this the second and final reading of “An Ordinance granting a Variance under Section 82-55 of the Code of Ordinances for the Village of Cherry Valley, Illinois to Section 82-7(f)(2) to allow Fencing to Extend Beyond the Rear of The House Towards the Front of the House to Enclose the Current Deck on the Eastern Side of the House for the property commonly known as 210 Grove Street, Cherry Valley, Illinois.” (PIN-16-01-127-016)

2. 6. Motion that the Village Board pass and approve Ordinance 2020-22; “An Ordinance Regarding Pay Raises for Part-Time Police Officers in The Village of Cherry Valley, Illinois.”

7. Motion that the Village Board waive the rules and consider this the second and final reading of “An Ordinance Adopting Local Coronavirus Urgent Remediation Emergency Support Program Financial Support Conditions and Certification for The Village of Cherry Valley, Illinois.”

8. Motion that the Village Board pass and approve Ordinance 2020-23; “An Ordinance Adopting Local Coronavirus Urgent Remediation Emergency Support Program Financial Support Conditions and Certification for The Village of Cherry Valley, Illinois.”

9. Motion that the Village Board consider this the first reading of “An Ordinance Amending the Code of Ordinances for The Village of Cherry Valley, Illinois, Section 82-7(E)(5)(H)(III) and (IV) Fence Construction.”

FINANCE REPORT BY TRUSTEE: JEFF O’HARA.

1. Motion that the Village Board approve the Annual Financial Report for the Fiscal Year that ended April 30, 2020 as prepared and presented by Lauterbach & Amen, LLP on August 18, 2020.

PUBLIC SAFETY REPORT BY TRUSTEE: JEFF FUSTIN.

1. Motion that the Village Board approve the rate of $26.00 per hour as the new rate of pay for part-time patrol officers for the Village of Cherry Valley.

2. Motion that the Village Board approve the advertising and application process for a Lateral Hire Patrol Officer to fill an existing vacancy at the Cherry Valley Police Department.

PUBLIC WORKS REPORT BY TRUSTEE: JIM ALSBURY.

1. Motion that the Village Board approve leadership development training, coach and team building for Public Works Director Chuck Freeman from Outsider Consulting, LLC at a cost of $525.00 from line item 5195 Public Works.

2. Motion that the Village Board approve the Design Engineering Agreement with C.E.S. INC. for CV North Street Improvements at a cost of $8,700.00 from line item 5095 Capital Improvements.

3. Motion that the Village Board approve the Design Engineering Agreement with C.E.S. INC. for Regional Detention Facility Improvements – Docs Pond (@ Swanson Park West) at a cost of $5,000.00 from line item 5095 Capital Improvements.

4. Motion that the Village Board authorize CES Inc. to advertise for bids for the South Bell School Road Drainage Repairs.

5. Motion that the Village Board authorize CES Inc. to advertise for bids for ADA Sidewalk Improvements (Newburg Village and Valley Woods Neighborhoods).

6. Motion that the Village Board authorize CES Inc. to advertise for bids for Regional Detention Improvements – Docs Pond (@ Swanson Park West).

7. Motion that the Village Board approve the agreement with Stenstrom Construction Group, Rockford, IL for Curb and Gutter repairs n he Old Orchard Subdivision at a cost of $12,312.00 from line item 5390 Streets (Street Drainage Improvements).

PLANNING AND DEVELOPMENT REPORT BY TRUSTEE: DAVID SCHROEDER.

PERSONNEL REPORT BY TRUSTEE: SALLY HOLLEMBEAK.

1. Motion that the Village Board approve the hiring of a new Patrol Officer (to fill a vacancy within the Police Department) at a starting salary of $54,157.00 pending approval of all pre-employment requirements with a start date of September 14, 2020.
