Village of Rockton Public Works Committee met April 20.

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:31 pm. Members present: Mayor Adams, Dan Barber, Scott Fridly, Cory Magnus (6:32 pm), Jodi May (Cisco Webex) and Don Self
Also present: Fred Nason (Nason’s Landscaping)
Absent: Kevin Bunge
Motion by Ms. May, second by Mr. Fridly, to waive the reading of and approve the minutes of April 6, 2020. All ayes. Motion approved 2-0.
PUBLIC COMMENT
None.
VILLAGE ENGINEER – KEVIN BUNGE
Village Engineer Kevin Bunge was absent, but available by phone. A copy of his report is on file with the Village Clerk’s office.
MAYOR – DALE ADAMS
None.
WATER, SEWER, & GARBAGE – SCOTT FRIDLY
Mr. Fridly discussed the utility bill for 212 Salem Street and stated that the residents are requesting a refund due to a broken water pipe. Mr. Barber stated that he was okay with the Committee approving a credit to their account. Motion by Mr. Fridly to approve a credit of $164.30 to their account, second by Mr. Magnus. Roll call. All ayes. Motion approved 3-0.
Mr. Fridly stated that the purchase requisition for McGilvra Electric to rewire the chlorine building at the sewer plant in the amount of $10,975 is up for approval at the Village Board meeting on April 21, 2020. Mr. Barber advised the Committee that this was the building that sustained water damage from flooding and that this needs to be repaired. Mr. Barber stated that McGilvra Electric was the low bid and that the Village Board will also have to waive the bid process. The Committee was okay with this.
STREETS AND WALKS – CORY MAGNUS
Mr. Magnus stated that the purchase requisition for Bonnell Industries for a Rhino mower deck in the amount of $3,110 is up for approval at the Village Board meeting on April 21, 2020. Mr. Fridly asked Mr. Barber to check with Ms. Quimby to make sure the funds were available to purchase the mower deck. The Committee was okay with this.
Mr. Magnus added that he reviewed the three options for the Blackhawk Boulevard parking lot and that Mr. Bunge will be at the next Public Works Committee meeting to answer any questions.
BUILDINGS AND PARKS – JODI MAY
Motion by Ms. May to approve the purchase requisition for Bobcat of Janesville for the Bandit XP chipper repair in the amount of $529.37, second by Mr. Magnus. Roll call. All ayes. Motion approved 3-0.
Ms. May stated that the purchase requisition for Nason’s Landscaping to repair the football field in the amount of $10,539.60 (paid in four installments) is up for approval at the Village Board meeting on April 21, 2020. Fred Nason, owner of Nason’s Landscaping, explained that sod would be a better option for repairing the football field because the sod has been established for 2.5 years. The Committee was okay with this.
Mr. Nason also expressed his concern about people hitting golf balls at the athletic fields. Mr. Nason said that there have been numerous people going to the athletic fields and hitting golf balls there because the golf courses have been closed due to the Covid-19 pandemic. Mr. Nason stated that people are leaving golf balls behind and that he is concerned that someone is going to get hurt or a golf ball is going to hit a car when his mowing crew hits one with their mowers. Mr. Nason added that the golf balls are damaging the blades on his lawn mowers as well. Mr. Self stated that this is something that the Committee and the Village Board can address. Mr. Fridly asked Mr. Self to go to the athletic fields on Monday when Nason’s Landscaping is mowing and observe what is happening. Mr. Magnus stated that the fields are going to get damaged by people golfing out there and that he doesn’t think anyone should be hitting golf balls because it’s not a driving range. Ms. May agreed that no one should be hitting balls at the athletic fields. Mr. Self stated that the Village would need to create an ordinance so that this could be enforced. Mr. Fridly said that he will talk to Atty. Szeto about this.
PUBLIC WORKS – DAN BARBER
None.
PARKS & RECREATION DIRECTOR – DON SELF
Mr. Self provided the Committee with the Parks & Rec monthly report for their review.
ANY OTHER BUSINESS ALLOWED BY LAW
Mr. Magnus stated that while he was looking at the Next Door app that several people were complaining again about not having enough parking in the downtown area.
