City of Rockford Finance & Personnel Committee met Sept. 14.

A. Financial Discussion - July 2020

B. Change Order: 9th Street Reconstruction to N-TRAK Group, of Loves Park, Illinois

Original contract amount: $1,929,882.89

Proposed change order: 123,119.69

Amended contract amount $2,053,002.58

During the construction of the new storm sewer near the intersection of 9th Street and Charles Street it was discovered the required minimum vertical separation between the new storm sewer and the existing 8” water main would not be possible. Therefore, the existing 8” water main was lowered in order to achieve the required vertical separation. The northern limit of pavement removal and replacement was extended approximately 200 feet to match into IDOT ROW limits just south of the 9th Street and East State Street intersection. The funding source is CIP GF $1,728,973.58, Sales Tax $215,042.00, and WRIA $324,029.00.

III. RESOLUTIONS

A. Award of Bid: City-Wide Sidewalk & ADA Repairs Package #3-2020 to Norwest Construction & Blacktop, of South Beloit, Illinois in the amount of $88,599.19. The project is estimated to be completed by October 30, 2020. The funding source is Sales Tax ($10,022.55 ADA & $78,576.64 Sidewalk).

B. Award of Bid: City-Wide Sidewalk & ADA Repairs Package #4-2020 to Norwest Construction & Blacktop, of South Beloit, Illinois in the amount of $66,984.63. The project is estimated to be completed by October 30, 2020. The funding source is Sales Tax ($26,249.35 ADA & $40,735.28 Sidewalk).

C. Award of Bid: Snow Removal Municipal Sidewalks to DGO Services, of Des Plaines, Illinois for an estimated annual value of $100,000.00, based on unit pricing. The contract duration is through October 1, 2021 with four (4) possible one-year extension options. The funding source is Street Division Operating Budget.

D. Award of Bid: Snow Removal - Police Parking Lots & Sidewalks to Tovar Snow Professionals, of East Dundee, Illinois for an estimated annual value of $65,000.00, based on unit pricing. The contract duration is through October 1, 2021 with four (4) possible one-year extension options. The funding source is Property Fund Operating Budget (charged back to Police).

E. Award of Bid: Gasoline and Related Items to Petroleum Traders, of Rockford, Illinois for unleaded fuel and Smith Oil, of Rockford, Illinois for diesel fuel for an estimated annual value of $1,370,000 based on unit pricing. The contract duration is One (1) year with four (4) possible one-year extension options. The funding source is Equipment Fund Operating Budget (charged out to departments based on usage).

F. Award of Bid: Granular Activated Carbon Replacement to Calgon Carbon Corporation, of Moon Township, Pennsylvania for an estimated annual contract value of $96,000.00, based on unit pricing. The contract duration is one (1) year with four (4) possible annual extensions. The funding source is Water Fund Operating Budget.

G. Award of RFP: Water Main Capacity Fire Hydrant Flow Testing to M.E. Simpson Co. Inc., of Valparaiso, Indiana for an estimated contract value of $49,750.00, based on a unit price of $49.75. The contract duration is through November 30, 2021 with an option to extend for an additional four (4) years in one-year increments. The funding source is Fire and Water Department Operating Budgets.

H. Award of Bid: Private Lead Service Replacement Program to Master Mart Plumbing, of Rockford, Illinois and Five Star Plumbing, of Loves Park, Illinois for an estimated annual contract value of $200,000, based on unit pricing as listed in the bid tabulation. The contract duration is from date of award through December 31, 2020 with an option to extend in one (1) year increments for a period of four (4) additional years. The funding source is Water Fund Operating Budget.

IV. COMMITTEE REPORTS

A. Vouchers in the amount of $14,299,615.30

B. Proposed sale of city-owned property located at 1811 Crosby Street to Matt and John Boothby, of Rockford, Illinois for their bid of $1,500.00.

C. An Ordinance Authorizing the City of Rockford, Winnebago and Ogle Counties, Illinois to borrow funds from the Public Water Supply Loan Program or Water Pollution Control Loan Program and issue its Waterworks Revenue Bonds to evidence such borrowing in an amount not to exceed $6,210,000.
