City of Carlyle Water & Sewer Committee/City Council met Sept. 14.
Here is the minutes provided by the committee and the council:
The meeting was called to order at 6:15 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Kent Newkirk, John Hodapp, and Michael Jansen. Others present included Jeremy Weh, Don Perez, Shannon Petrea, Scott Diekemper, Andy Wennerstrom, Joe Behrman, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.
After reviewing the minutes from the July 13, 2020 meeting, Michael Jansen made a motion to approve the minutes. John Hodapp seconded the motion. After a voice vote, all were found in favor.
The first item on the agenda was tower inspection. Andy Wennerstrom stated that the water tower must be inspected this year. If no problems are found, it will take five days to test and then get the tower back to normal. It is recommended that the tower be tested every five years and it has not been tested since 2008. The cost of the test will be approximately $4,150. John Hodapp made a motion to send the tower inspection to Council. Michael Jansen seconded the motion. After a voice vote, all were found in favor.
The second item on the agenda was a generator for the booster station. Andy Wennerstrom stated that during the last power outage the booster station and the water plant were without power. Having a generator would prevent situations like this in the future and will prevent the City from getting into an emergency where the City’s water supply is concerned. While the Committee agreed that a generator is needed, it was determined that more research should be done to determine what size of generator is needed and to better determine the cost. No motions were made.
The third item on the agenda was the line stop at the Governor’s Run pump station. Andy Wennerstrom explained that the pump station at Governor’s Run has deteriorated. The valve on the City’s side no longer works. Andy stated that if the City would pay for the line stop, Clinton County East would pay for all other repairs. John Hodapp made a motion to send the line stop at Governor’s Run pump station to Council. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.
The fourth item on the agenda was old business. Joe Behrman explained that Visu-Sewer is now done in town for the year. Andy Brackett added that the cost of lining the sewers came in lower that quoted. It’s possible that there may be enough money left to get a few more manholes lined.
There were no any other comments.

The Committee did not enter executive session so there were no executive session items on which to vote.
With no further business to discuss, John Hodapp made a motion to adjourn. Michael Jansen seconded the motion. Finding all in favor, the meeting was adjourned at 6:37 p.m.
