Village of Rockton Board of Trustees met June 16.

Mayor Adams called the meeting to order at 7:00 pm.
Present were: Mayor Adams, Mr. Fridly, Mrs. Honkamp, Mr. Magnus, Ms. May, Mr. Peterson, Mr. Winters and Atty. Szeto
Staff present: Dan Barber, Chief Dickson, Tricia Diduch and Corine Hughes
APPROVAL OF MINUTES
Motion by Mr. Winters, second by Mr. Peterson, to waive the reading of the June 2, 2020 Village Board meeting minutes. All ayes. Motion approved 6-0.

AMENDMENTS TO THE AGENDA
Mr. Peterson stated that he would like to combine Item #2 – Item #5 as one vote under himself. Mayor Adams said that he would like to add a consensus to allow the downtown business owners to resume regular business hours for outdoor seating. Motion by Mr. Winters to approve the amendments to the agenda, second by Mrs. Honkamp. All ayes. Motion approved 6-0. Mayor Adams reminded the Village Board that the next set of meetings will be held in three weeks on July 6th & 7th.
PUBLIC COMMENT
Diane LaForge and Jane Schamell, Board Members from 50 North, spoke to the Village Board about the senior citizen group. Ms. LaForge stated that there isn’t much to report on right now due to the Covid-19 pandemic. Ms. LaForge advised the Village Board that they are still communicating with its members through via email and that they appreciate the Village’s support with their group. Ms. LaForge added that they are going to try and pick up where they left off and said that they have approximately 20 attendees on the first and third Tuesdays of every month.
PUBLIC HEARING
Mayor Adams opened the public hearing in regards to the appropriation of funds for the operation of the Village of Rockton, Illinois for the fiscal year beginning June 1, 2020 and ending May 31, 2021 at 7:12 pm. Hearing no questions or comments, Mayor Adams closed the public hearing at 7:13 pm.
MAYOR ADAMS
Motion Mr. Winters to approve the Knights of Columbus Annual Tootsie Roll Drive on Friday, September 18, 2020 at the intersection of Union & Salem Streets from 3-7 pm, second by Mr. Peterson. All ayes. Motion approved 6-0.
Mayor Adams asked for a consensus in order for the downtown business owners to resume regular business hours for outdoor seating. The Village Board was okay with this.
VILLAGE ATTORNEY

ZONING
Motion by Mr. Winters to approve Ordinance 2020-13: An Ordinance of the Village of Rockton, Illinois Approving a Special Use Permit for a Glass Shop in the CR Commercial Retail District for 208 W. Main St., Rockton, Illinois, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0.
PUBLIC SAFETY AND LEGAL – MR. WINTERS
Motion by Mr. Winters to approve the blanket purchase orders for the Rockton Police Department, second by Mr. Peterson. Roll call. All ayes. Motion approved 6-0.

Motion by Mr. Fridly to approve the blanket purchase orders for the Public Works Department, second by Ms. May. Roll call. All ayes. Motion approved 6-0.
COMMUNITY DEVELOPMENT AND BUDGET – MR. PETERSON
Motion by Mr. Peterson to approve Ordinance 2020-14: An Ordinance Providing the Appropriation of Funds for the Operation of the Village of Rockton for the Fiscal Year Beginning June 1, 2020 and Ending May 31, 2021, second by Mr. Fridly. Roll call. All ayes. Motion approved 6-0
Motion by Mr. Peterson to approve Resolutions 2020-113, 2020-114, 2020-115 and 2020-116, second by Mr. Winters. Roll call. All ayes. Motion approved 6-0. The Resolutions approved are as follows:

BUILDINGS AND PARKS – MS. MAY
Motion by Ms. May to approve the blanket purchase orders for Parks/Pool, second by Mr. Peterson. Roll call. All ayes. Motion approved 6-0.
STREETS AND WALKS – MR. MAGNUS
Motion by Mr. Magnus to approve the $100,000 general infrastructure project funds from State Representative Joe Sosnowki (to be distributed through Winnebago County) for the Aldrin Road overlay project from Dewey Rd. to Echo Dr., second by Mr. Peterson. Roll call. All ayes. Motion approved 6-0.
EXECUTIVE SESSION
Motion by Mr. Winters to adjourn from regular session at 7:18 pm and go into executive session pursuant to 5 ILCS 120/2(c)(1) to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, second by Mr. Peterson. All ayes. Motion approved 6-0.
Mayor Adams called the Village Board meeting back to regular session at 7:32 pm. Roll Call. All Village Board members were present.
