Village of Rockton Public Works Committee met June 15.

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:30 pm. Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus, Jodi May and Don Self
Motion by Mr. Magnus, second by Ms. May, to waive the reading of and approve the minutes of June 1, 2020. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
VILLAGE ENGINEER – KEVIN BUNGE
Village Engineer Kevin Bunge gave his report. A copy of his report is on file with the Village Clerk’s office.
Mr. Fridly inquired about C.E.S. reviewing multiple house/lot/grading plans and stated that when the Village Engineer is reviewing these to make sure that they are stamped plans from the developer. Mr. Fridly added that the Village would like a check list from Mr. Bunge and that the Village will come up with a plan on how to go about doing this and that this may involve Ms. Diduch, Planning and Development Administrator.
Mr. Barber stated that there is a lot in Kensington Plat No. 2 (13140 Buttonwood Drive) where there is no water service running to the lot. Mr. Barber stated that the water service should have been there, but they dug across the lot and there isn’t a box on the property. Mr. Barber advised the Committee that the builder wants the Village to put in the water service at our cost. Mayor Adams said that the Village should have the “as builts” for the development. Mr. Barber stated that according to the “as builts” it states that the lot has water service. Mr. Barber verified that the lot has sewer service, but no water service. Mayor Adams said that the developer should pay for the water service and that the Village shouldn’t be responsible for it. Mr. Fridly commented that he doesn’t understand the liability of the Village in this. Mr. Magnus stated that unless the developer can provide documentation that the Village is liable, then this is a developer issue. Mr. Fridly advised Mr. Barber that the Village needs to stay out of this. Mr. Bunge explained that when the Village signs off on the final plat that they have knowledge that the improvements are in or that there is a bond to make sure that the improvements are completed.
MAYOR – DALE ADAMS
None.
WATER, SEWER, & GARBAGE – SCOTT FRIDLY
Mr. Fridly stated that the blanket purchase orders for the Public Works Department are up for approval at the Village Board meeting on June 16, 2020. Mr. Magnus said that they are essentially giving the Public Works Department $40,000 in blank checks. Mayor Adams explained that none of these purchase orders are different than from what they’ve been doing before. Ms. May stated that this allows the department heads to purchase certain items that have already been budgeted for and makes the process easier. Mayor Adams added that everything still gets reviewed by the Budget & Finance Committee.
STREETS AND WALKS – CORY MAGNUS
None.
BUILDINGS AND PARKS – JODI MAY
Ms. May stated that the blanket purchase orders for the parks/pool are up for approval at the Village Board meeting as well. The Committee was okay with this.
PUBLIC WORKS – DAN BARBER
Mr. Barber updated the Committee with several more changes that he made to the Public Works Department budget.
Mr. Barber added that there were two water main breaks and a water service break and that everything has been repaired.
PARKS & RECREATION DIRECTOR – DON SELF
Mr. Self provided a copy of the Parks/Rec monthly report to the Committee for review.
ANY OTHER BUSINESS ALLOWED BY LAW
Mr. Magnus advised the Committee that he spoke with Mr. Terry, Superintendent for the Rockton School District, and that they agreed to pay half the cost of the school crossing guard.
