Village of Rockton Budget & Finance Committee met June 2.

Here is the minutes provided by the committee:

Chairman Peterson called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Adams, Scott Fridly, Corine Hughes, John Peterson and Dave Winters Also present: Dan Barber (6:49 pm), Chief Dickson, Arianne Honkamp (6:44 pm), Cory Magnus, Jodi May (6:36 pm) and Don Self

Absent: Jaye Quimby

Motion by Mr. Winters, second by Mr. Fridly, to waive the reading of and approve the minutes of May 19, 2020. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $286,244.62.

MAYOR ADAMS

None.

JAYE QUIMBY, TREASURER

Ms. Hughes advised the Committee that there is enough money to cover payroll, but that bills will be held until Ms. Quimby returns to the office.

JOHN PETERSON, CHAIRMAN

Mr. Peterson discussed the latest changes to draft budget with the Committee. Mr. Peterson stated that the police department isn’t filling the vacant sergeant position which will save approximately $87,000 plus the cost of insurance and benefits. Mr. Peterson said that with the current updated changes to the draft budget, the Village is in the red $1,146. Mr. Fridly stated that Ms. May would still like to try and open the pool if possible. Mr. Fridly said that the Village would need to put $30,000 back into the budget in order to do this. Mr. Fridly added that the Illinois Municipal League (IML) conference was canceled this year and that they were going to shift the funds from IML over to Mr. Self to attend conferences. Mayor Adams stated that Mr. Self has saved the Village money by attending conferences and making contacts with vendors there. Ms. May stated that there is money that can be shifted in the budget because the Village is receiving $100,000 for general infrastructure improvements. Mr. Fridly commented that he understands the reasoning for opening the pool this year, but not with the budget numbers at this time. Mr. Winters stated that there is no way to social distance while swimming. Ms. May inquired why the Village has to say that they’re closing and that we should leave our options open. Ms. May felt that using the budget as an excuse is a moot point. Mr. Peterson stated that the pool can’t open this year because we’re not allowed to because the conditions are out of the control of the Village. Mr. Peterson added that the Village doesn’t lose money on the Rockton River Market (RRM), but it does lose money on the pool and pretty much every other pool in the area isn’t opening. Mr. Winters suggested to wait and see what happens with opening the pool and that the Village Board can pass an amended budget at that time if they decide to open. Mr. Peterson stated that they should just put the numbers in the budget now, but questioned where the funds were going to come from.

VILLAGE COLLECTOR, CORINE HUGHES

Ms. Hughes stated that the Village received a proposal from Mark Olson for Village Treasurer services. Ms. Hughes said that his pricing runs about the same as Ms. Quimby and that Ms. Quimby will meet with Mr. Olson soon to go over everything with him. Ms. Hughes advised that there may be an overlap in services when Ms. Quimby retires and Mr. Olson begins, but that she should know more next week.

Motion by Mr. Fridly, second by Mr. Winters to adjourn at 6:54 pm.
