Village of Rockton Budget & Finance Committee met June 16.

Chairman Peterson called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Adams, Scott Fridly, Corine Hughes, John Peterson, Jaye Quimby and Dave Winters
Also present: Tricia Diduch & Arianne Honkamp (6:31 pm)
Motion by Mr. Winters, second by Mr. Fridly, to waive the reading of and approve the minutes of May 26, 2020 (Special Budget & Finance Committee meeting). All ayes. Motion approved 3-0.
Motion by Mr. Winters, second by Mr. Fridly, to waive the reading of and approve the minutes of June 2, 2020. All ayes. Motion approved 3-0.

SPECIAL WARRANT CONSIDERATIONS
None.
RECOMMENDATION OF PAYMENT
Bills were reviewed and recommended for approval in the amount of $299,946.92.
MAYOR ADAMS
Mayor Adams stated that the Village Board can talk about changing the closing time for the bars/restaurants at the Village Board meeting and that they can get a consensus for this.
JAYE QUIMBY, TREASURER
Ms. Quimby stated that she is $55,000 short to cover the bills, but that a few things should be coming in. Ms. Quimby said that she is expecting $48,000 for income taxes and that she should also be receiving property taxes by the 26th of June. Ms. Quimby advised that she normally receives around $200,000 in property taxes, but that Winnebago County is allowing late payments due to the Covid-19 pandemic so she’s not sure how much she will receive.
Ms. Quimby added that she believes that the water account owes money to the general fund, but that the sewer account is owed $400,000. Ms. Quimby explained that this number changes every day and every month and that this has been like this for a while. Mr. Fridly commented that the Village needs to do something with water and sewer rates soon.
Ms. Quimby advised the Committee that the Village will need to have a single audit completed because they received $750,000 in federal funds and that $730,000 was for the IEPA loan. Ms. Quimby stated that the fees for the single audit have been included in the budget.
Ms. Quimby stated that her Illinois Municipal Treasurers Association membership is up for renewal at a cost of $80. The Committee said that the Village will take care of the cost of her membership.
Ms. Quimby added that she spoke with Mark Olson about taking over the Village Treasurer duties and that he seems to know what he is talking about, but that the Committee may want to speak with him as well. Mr. Fridly inquired about the transition time needed for Ms. Quimby. Ms. Hughes stated that Mr. Olson will be gone for two weeks in July, but that he will train the other two weeks he is here and whatever he needs after that. Ms. Quimby suggested that he start with the new fiscal year, but stated she wasn’t sure that this will fit into his schedule. Ms. Quimby stated that her name is on all of the bank accounts and that this will need to be changed over as well.
JOHN PETERSON, CHAIRMAN
Mr. Peterson stated that Ordinance 2020-14: An Ordinance Providing the Appropriation of Funds for the Operation of the Village of Rockton for the Fiscal Year Beginning June 1, 2020 and Ending May 31, 2021 is up for approval at the Village Board meeting later in the evening. Ms. Hughes stated that she made a few more changes to the budget that Mr. Barber (Public Works Director) had given her. Mr. Winters reiterated to the Committee that the Village needs to try and build a reserve because there is nothing extra in the budget. Mr. Fridly stated that the Village Board needs to be especially strong this year and if there are no funds in the budget, then we don’t get it.
