City of Carlyle Pool Committee met Oct. 20.

Here is the minutes provided by the committee:

The meeting was called to order by Shannon Petrea at 6:30 p.m. at Case Halstead Library. Committee members present included Shannon Petrea, Nicole Weh, Nancy Nave, Doris Elling, Jason McIntosh, Kerrick Rahm, and Bruce Hilmes. Others present included Joshua Layer, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the September 15, 2020 meeting, Nancy Nave made a motion to approve the minutes. Doris Elling seconded the motion. After a voice vote, all were found in favor.

Review and Discuss Conceptual Site Plans (CSPs) Versions #3 and #4

Joshua gave the Committee members copies of versions three and four. The Committee reviewed the new versions and discussed them. Concerns over parking and viewing areas for swim meets were mentioned. There was also a concern that swim team coaches could not walk the entire length of the pool. It was determined that the combination of CSP 2 and 3 would work well. Joshua stated that he would bring Version 5 to the next meeting and it would be a combination of Versions 2 and 3. Shade structures were also discussed. The Committee favored cantilever shades over other options. It was also asked that there be more shade by the concession stand.

Review and Discuss Opinions of Probable Construction Costs for Versions 1-4

Version 1 - $4,171,500

Version 2 - $4.178,500

Version 3 - $4,274,500

Version 4 - $4,313,500

Joshua also informed the Committee that it may want to consider adding lighting as a bid alternative. The lighting can be expensive due to the number of lumens required for the deck area and for the bottom of the pool.

Discuss Operational Costs and Staffing Requirements

Joshua stated that Version 5 would have the following guard requirements. He added that labor will increase and that he will bring an opinion of operation cost for Version 5 to the next meeting.

Zero depth – 1 guard

Water Walk – 1 guard

Lap Lane Area – 1 guard, 2 during peak time

Diving Hopper – 1 guard

Discuss Potential Funding Options for Municipal Pool Projects

The funding options are listed below.

Municipal bonds

A referendum would have to be passed.

A municipality can only bond for up to 20 years.

Loan

Municipalities can only borrow for up to 10 years.

Sales Tax Increase

A referendum would have to be passed.

With a sales tax increase, the entire burden would not be placed on Carlyle citizens. It would affect anyone who shops in Carlyle.

Grants

OSLAD and PRC are available options.

The grants would only provide partial funding.

Capital Campaign

The Committee would seek donations from private individuals and businesses.

Assign Homework to the Committee

No homework was assigned.

Set Next Meeting and Time

The next meeting will be held on November 17, 2020 at 6:30 p.m. at Case Halstead Library.

Adjourn

With no further business to discuss, Nicole Weh made a motion to adjourn. Nancy Nave seconded the motion. Finding all in favor, the meeting was adjourned at 7:50 p.m.
