2. Committee recommends approval of the request to vacate a paper alley adjacent to 2605 9th Street to Capital Web Systems Inc. The Legal Director shall prepare the appropriate ordinance.

Committee recommends sustaining the Traffic Commission's approval for traffic on Rome Avenue to be required to stop prior to entering the intersection of Greenwood Avenue, thus repealing the existing 2-way yield on Greenwood Avenue at Rome Avenue. The Legal Director shall prepare the appropriate ordinance.

8. Committee recommends sustaining the Traffic Commission's approval to establish a “No Parking Any Time” restriction on the east side of East Gate Parkway from Broadway to Colorado Avenue. The Legal Director shall prepare the appropriate ordinance.

Liquor and Tobacco Advisory Board recommends approval for:

a. The Sale of Liquor by the Drink in conjunction with a restaurant, and bar; and

b. The Sale of Liquor by the Drink in conjunction with an outdoor smoking area in a C-4, Urban Mixed-Use Zoning District at 505- 507 East State Street (Julie Kylesa Rankin dba J & K’s Lounge/Applicant).

Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

16. Request for Modification of an existing Liquor License to add one (1) additional Video Gaming Terminal at North Main Bar Inc., dba North Main Bar – 1428 North Main Street. The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $5,865,997.25 as approved at the Finance and Personnel Committee meeting held on October 26, 2020.

2. Committee recommends approval of the proposed sale of city-owned property located at 1123 7th Street (PIN: 11-26-477-003) to Ricky L. Davis in the amount of $3,000.00. The buyer is planning on refurbishing the home and selling it. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of an Agreement between the City of Rockford and Edward Rose and Associates, LLC for the placement of necessary equipment for the use of cameras at 5055 Linden Road - Beacon Hill. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval of an Agreement between the City of Rockford and Occidental Development, LLC for the necessary placement of equipment for cameras at 4801 Linden Road - Great Oaks. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends approval of the 2020 Proposed Property Tax Levy Ordinance prepared by the Finance Director and accepted in the amount of $55,568,892.00 for the levies in the Corporate, Police Protection, Police Pension, School Crossing Guards, Fire Protection, Fire Pension, Street and Bridge, Judgments, Tuberculosis Sanitarium, Public Library, Public Library Maintenance of Buildings, Illinois Municipal Retirement, Unemployment Compensation, Worker's Compensation, and Auditing Funds. The final City levy amount will be approximately $47,164,495.00. The Legal Director shall prepare the appropriate ordinance.

6. Committee recommends approval of the 2021 Fee Schedule. The Legal Director shall prepare the appropriate ordinance.

7. Approval of the 2020 Tax Levy for Street and Bridge Purposes from.06% of the value as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford to.10% of the value, as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford.

8. Approval of the 2020 Property Tax Abatements. For 2020, the debt service levy is $12,170,578.00 and will be abated in its entirety.

9. An ordinance authorizing the City of Rockford, Winnebago and Ogle Counties, Illinois, to consent to certain modifications to the City's Multifamily Housing Revenue Bond, Series 2004 (Terrace Apartments Project) and execute certain Agreements, Certificates, Amendments and instruments required in connection therewith.

1. Committee recommends approval to apply for and accept 2021 Community Services Block Grant (CSBG) Funding in the Amount of $1,015,293.00.

1. Committee recommends approval of the 2021 City Council and Committee Calendar.

C. Finance and Personnel Committee

1. Committee recommends the Award of Bid: 607 Walnut Street Fire Clean- Up to Northern Illinois Service, of Rockford, Illinois in the amount of $231,825.00. The funding source is Sanitation Funds.

2. Committee recommends approval of the Award of Bid: Well 13 and Well 31 HMO Room Buildout to Larson & Larson Builders Inc., of Loves Park, Illinois in the amount of $438,500.00. The project is estimated to be completed March 26, 2021. The funding source is Water Replacement Improvement Account (WRIA).

3. Committee recommends approval of the Award of Bid: East State Street Water Main Relocation to N-TRAK Group, of Loves Park, Illinois in the amount of $945,670.50. The project is estimated to be completed by May 28, 2021. The funding source is Water Replacement Improvement Account (WRIA).

4. Committee recommends approval of the Acceptance of Administration of Children and Families, Office of Head Start Supplemental COLA and Quality Improvement Grant Award.

5. Committee recommends approval of the Award of RFP: Camera Expansion Program to Montel Technologies LLC, of Rockford, Illinois in the amount of $247,970.00. The funding source is Police Department Operating Budget.

6. Committee recommends approval of the proposed Resolution to Rebate Fifty Percent (50%) of Liquor License fee for bars and restaurants as a Business Assistance Program for those bars and restaurants with a liquor license for the sale of liquor by the drink including beer and wine by the drink.

7. Committee recommends approval of the proposed Cannabis Fund Resolution - creating a Cannabis Fund utilizing the 3% local tax on cannabis sales for the purpose of funding programs for economic and business development; education; youth programming; job training; health; or other financial assistance to individuals, businesses, and communities within the City of Rockford that have been disproportionately impacted by cannabis-related laws.

8. Committee recommends approval of the Agreement between the City of Rockford and Rosecrance for the Co-Responder Program.
