City of Carlyle City Council Met October 12

City of Carlyle City Council met Oct. 12.

Here is the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Judy Smith, at 7:00 p.m. at the Case Halstead Library located at 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

present were Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Alderman Scott Diekemper and Logan Speiser was absent.

City employees present were City Administrator Andy Brackett, Joe Behrman, Jason Herzing, City Treasurer Chad Holthaus, City Attorney Joe Heiligenstein, and City Clerk Rita Jurgensmeyer.

present were Todd Marver and Kelly Ross.

A motion was made by Alderman Kent Newkirk and was seconded by Alderman John Hodapp to approve the minutes from the September 28, 2020 regular meeting. The motion was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Nay: none.

Alderman Don Perez made a motion to approve the treasurer’s report. The motion was seconded by Alderman Kent Newkirk and was unanimously approved by roll call vote. Aye: Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, and Kent Newkirk. Nay: none.

Alderman Don Perez made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman John Hodapp and approved unanimously by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, and Shannon Petrea. Nay: none.

Alderman Kent Newkirk asked if the City of Carlyle could get together with other cities in the county to urge our representatives to get a driver’s license facility in Clinton County. Mayor Smith said we could reach out to the other cities and come up with a resolution.

Joe Behrman reported that the Street and Alley Department started picking up leaves today. The Water and Sewer Department has been working on the General Dean Bridge. They had a water break on Lake Road today and they also hooked up a water service in Hodapp subdivision for the new high school building trades house.

City Administrator Andy Brackett reported that the Pumpkin Patch is this Saturday from 10:00 a.m. until 4:00 p.m. along with the Pick of the Patch fall festival at Dam West.

Mayor Judy Smith reported that the leaf vacuuming began today. Halloween and fall events include business trick or treat on Friday, October 30th from 3:00 until 5:00 p.m. Regular trick or treat will be Saturday, October 31st from 6:00 until 8:00 p.m. K & J Chevrolet will be hosting a movie at the fairgrounds along with trunk or treat on October 23rd. She also reported that October is Women’s Small Business Month.

City Administrator Andy Brackett explained the Local CURE Program ordinance. He said that this ordinance would allow Mayor Smith to send in certification saying that the city will stay in the bounds of the program by only requesting reimbursement of eligible costs and the city will follow all the rules and regulations of the program. The city will qualify for up to $135,531.00 in eligible Corona Virus expenses.

Alderman Don Perez made a motion for Mayor Judy Smith to enter into the local CURE program certification agreement. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, and Don Perez. Nay: none.

City Administrator Andy Brackett informed the council that the new restaurant owner at 960 Fairfax Street submitted a façade improvement grant application. It has been reviewed and recommended to the council by the Economic Development Committee. He has an $11,000.00 estimate for improvements which he would qualify for up to 50% of cost up to $4,000.00. The work to be done was explained to the council.

Alderman Jeremy Weh made a motion to approve the façade improvement grant application for 960 Fairfax Street in the amount of $4,000.00. Alderman Shannon Petrea seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, Mike Jansen, Kent Newkirk, Shannon Petrea, Don Perez, and John Hodapp. Nay: none.

City Administrator Andy Brackett informed the council that they have received a couple more proposals for the William Road/Governor’s Run intersection improvements. The low bid was from KRB Excavating for $69,444.50.

Alderman Don Perez made a motion to waive the competitive bidding and accept the proposal from KRB Excavating in the amount of $69,444.50. Alderman Kent Newkirk seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, and Jeremy Weh. Nay: none.

City Attorney Joe Heiligenstein explained that the city acquired the property at 160 7th Street by a judicial deed signed by a judge that filed abandonment proceedings. He felt the easiest way to handle this was by sealed bid. City Administrator Andy Brackett said only one bid was received. At this time the bid was opened by City Administrator Andy Brackett. The bid was for $6,000.00 from Real Estate Investments by JBC LLC. The buyer requested closing on this property on October 14th. The city would be covering the cost of closing which would be approximately $700.00. City Administrator Andy Brackett will contact the buyer and explain that the closing date would have to be later. City Attorney Joe Heiligenstein requested that the council accept the bid and he would then draw up an ordinance to present at the next meeting.

Alderman Kent Newkirk made a motion to accept the bid from Real Estate Investments by JBC LLC for the property at 160 7th Street in the amount of $6,000.00. The motion was seconded by Alderman Don Perez and it was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Nay: none.

At 7:16 p.m. a motion to adjourn was made by Alderman Don Perez. The motion was seconded by Alderman Jeremy Weh and was unanimously approved by roll call vote. Aye: Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, and Kent Newkirk. Nay: none.
