City of Carlyle Zoning Board/Plan Commission met Oct. 29.

Here is the minutes provided by the commission:

The meeting was called to order by Chairman Bill Beckemeyer at 6 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Board members present included Bill Beckemeyer, Wilson Lappe, Matt Dannaman, and Scott Rakers. Gene Jurgensmeyer, Jenny Carpenter, and Chuck Simms were absent. Others present included Rob Sainz, Pam Robertson, Don Becker and wife, Pat Netemeyer, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the August 13, 2020 meeting minutes, Matt Dannaman made a motion to approve the minutes. Scott Rakers seconded the motion. After a voice vote, all were found in favor.

Public Comments

There were no public comments.

Zoning Board Comments

There were no Zoning Board comments.

Request for Variance – Pamela Robertson – 210 6th Street

Pamela Robertson is requesting Zoning Board approval to build and expansion to a mobile home with a 14’ setback from the rear (north) property line versus the required 20’ rear setback per City Code 40-4-34 in an R-5 Mobile Housing District within the City of Carlyle. The legal description of the property is Parcel ID 08-08-19-145-009 more commonly known as 210 6th Street, Carlyle, IL 62231. Andy stated that the property is located on a corner lot and that the addition would be for an extra bedroom. After reviewing the request, Matt Dannaman made a motion to approve the minutes. Bill Beckemeyer seconded the motion. After a voice vote, all were found in favor.

Old Business

There was no old business.

New Business – Becker Subdivision Discussion

Andy informed the Board of a potential subdivision being put in 900 feet south of the southernmost point of the City limits. Don Becker, with the help of engineer Pat Netemeyer, will be creating the subdivision. They will possibly be requesting variances allowing the subdivision streets to be oil and chip versus concrete or asphalt and allowing open ditches versus curb and gutter. Bill Beckemeyer stated that he would not like to see the City vary from the code. Other members of the Board expressed concerns over setting precedents. After further discussion, Andy stated that he would mail or email the Board members Clinton County’s requirements for subdivision streets.

Adjournment

With no further business to discuss, Scott Rakers made a motion to adjourn. Matt Dannaman seconded the motion. Finding all in favor, the meeting was adjourned at 6:40 p.m.
