City of Carlyle Finance Committee and City Council Met October 26

Meet

City of Carlyle Finance Committee and City Council met Oct. 26.

Here is the minutes provided by the committee and the council:

The meeting was called to order by Chairman Don Perez 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Don Perez, Kent Newkirk, and John Hodapp. Others present included Shannon Petrea, Jeremy Weh, Michael Jansen, Rita Jurgensmeyer, Chief Mark Pingsterhaus, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the October 12, 2020 meeting, John Hodapp made a motion to approve the minutes. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.

Approval of Claims

After reviewing the claims, Kent Newkirk made a motion to approve the claims. John Hodapp seconded the motion. After a voice vote, all were found in favor.

Resolution – ITEP Grant General Dean Suspension Bridge

Don Perez made a motion to recommend that Council allow City Administrator Andy Brackett to proceed with the application for the ITEP Grant for the General Dean Suspension Bridge. John Hodapp seconded the motion. After a voice vote, all were found in favor.

2020 Tax Levy Discussion

Andy stated that an ordinance will need to be passed soon for the 2020 tax levy. He reviewed with the Committee two possible scenarios for the tax levy. (See below.) After some discussion, Kent Newkirk recommended that Council use Scenario 1 for the 2020 tax levy. John Hodapp seconded the motion. After a voice vote, all were found in favor.

Discussion – Local CURE’s Economic Support Payments Grant Program

Andy stated that he recently learned at a SWIMCA meeting that the City can apply for the program to receive reimbursement for direct grant payments to distribute to local businesses affected by COVID. Andy said that he is asking for $85,000. Interested businesses would complete an application. If approved, the money would be paid to the business from the Revolving Loan Fund. The City would then request reimbursement from DCEO for the amount paid to that business. Andy would complete the initial review of any applications submitted. Then the applications would be reviewed by the Finance Committee and City Council. This grant will make it easier for locally owned businesses to receive COVID assistance if the City applies for it. After Andy’s presentation, John Hodapp made a motion to allow City Administrator Andy Brackett to apply for the grant program. Don Perez seconded the motion. After a voice vote, all were found in favor.

Andy stated that he is still working on CURE’s reimbursement for the City.

Executive Session

The Committee did not enter executive session so there were no executive session items on which to vote.

Adjournment

With no further business to discuss, Kent Newkirk made a motion to adjourn. John Hodapp seconded the motion. Finding all in favor, the meeting was adjourned at 6:54 p.m.
